This position is located in the Department of Homeland Security, Federal Protective Service (FPS), Burlington, VT; Denver, CO; Eugene, OR; Honolulu, HI; Ogden, UT; and Richland, WA. The primary purpose of this position is to conduct investigations, arrest and detain individuals of alleged or suspected criminal violations of Federal, State, and local laws, prevent, protect, respond to and recover from terrorism, criminal acts, and other hazards threatening the U.S. Government.

Duties

The primary purpose of this position is to provide on-site security inspections/audits while also coordination with senior managers on site and in other regions, Federal agencies, State and local governments, and the private sector on security compliance/enforcement matters relative to the protection of the Nation's highest risk infrastructure and assets. Duties performed: Conducts investigations by gathering information related to criminal offenses, serving and executing search and arrest warrants, and takes actions to preserve the peace while protecting the federal government facilities and personnel. Leads the Federal Protective Service (FPS) process for managing risk to Federal facilities by identifying risks and recommending appropriate countermeasures. Oversees and verifies compliance of the contract guard force (Protective Security Officers) with FPS and other standards. Investigates and completes detailed police reports for all incidents and offenses involving felonies and misdemeanors. Coordinates assigned inspections, reviews federal facility security data prior to execution of the actual inspection/audit, and prepares field reports, compliance assistance reports, and after-action reports to identify potential deficiencies.

Applicants must demonstrate that they meet the Minimum Qualification/Specialized Experience requirements as noted below. Minimum Qualifications: GS-11: Applicant must demonstrate at least one full year of specialized experience comparable in scope and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Conducting inspections of facilities to assess risk and vulnerabilities; Reviewing regulatory and procedural security requirements to ensure facility compliance; Preparing final reports of investigation to include recommendations for action; and Performing law enforcement work by conducting investigations to protect critical infrastructure, key resources, and personnel. OR Successfully completed a Ph.D. or equivalent doctoral degree, or three full years of progressively higher level graduate education leading to such a degree, or LL.M., if related, from an accredited college or university that provided the knowledge skills, and abilities necessary to perform this work. Note: You must submit a copy of your college transcripts (official or unofficial) to support your claim. OR Have a combination of specialized experience (less than one year) and graduate education (beyond 2 years of graduate education), that when combined equals 100% of the qualification requirement. Note: Only graduate education in excess of two years (generally 36 semester hours) may be used in this calculation. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). All qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification. NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional Conditions of Employment: Training: Incumbent must meet the established experience, basic training and in service training requirements established for the enforcement of police powers. Incumbent must successfully complete the designated, required training which includes the basic Criminal Investigators Training Program,(CITP) at the Federal Law Enforcement Training Center(FLETC); Uniformed Police Training Program(UPTP), the Advanced Individual Training Program,(AITP) and the Physical Security Training Program(PSTP). Additionally the selectee must successfully complete the Field Training and Evaluation Program (FTEP) conducted at the selectee's assigned duty location or a different geographic area; and other in-service requirements and weapons qualifications for the enforcement of arrest authority as conferred under 1315 authority. Tour of Duty: Must be available for overtime and shift work. Law Enforcement: This position will possess law enforcement authority under Title 40 of the United States Code, Section 1315, exercising such authority to provide investigative and law enforcement services to customer agencies, Federal employees and members of the general public located and/or conducting business in government-owned or leased properties. Pre-employment Medical Requirements: Prior to appointment the person selected for this position must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties which may include protecting citizens, taking suspects into custody using reasonable physical force in the face of physical resistance and responding to situations requiring physical agility and quick and legally sufficient decision making. Also successfully pass a pre-employment medical examination (which includes, but is not limited to vision, hearing, cardiovascular and mobility of extremities) given by an authorized government physician. This position may be subject to periodic incumbent examinations in the future. Lautenberg Amendment: This position is covered by the 1996 Lautenberg Amendment to the un Control Act of 1968. Person convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position. Firearms Requirements: The incumbent will be required to carry a firearm while performing duties of this position. Maintaining firearm proficiency is also mandatory. Mobility Agreement: This position may require the incumbent to be reassigned to different geographic locations. Accordingly, the incumbent will be required to sign a mobility agreement, which will remain in effect through the duration of the assignment. Motor Vehicle Operation: The incumbent must possess a valid automobile driver's license at the time of appointment and be available for frequent travel.
