This position is located in the Laboratory Department at the Fort Yuma Health Center in Winterhaven, CA. The incumbent serves as Laboratory Technician in a clinical laboratory disciplines of hematology, coagulation, microbiology blood bank, specimen referral, urinalysis, serology and chemistry. The position reports directly to the Supervisory Clinical Laboratory Scientist.

Duties
Performs relatively simple automated and somewhat complex manual procedures as requested by providers for use in clinical diagnosis, patient screening, monitoring patient therapy and status and other authorized purposes.
Operates and maintains clinical laboratory equipment ranging from simple to complex depending upon availability.
Performs preventative maintenance and inspection procedures and maintains appropriate documentation.
Collects and processes specimens for analysis on site or refers specimens to appropriate referral laboratories for analysis.
Qualifications

INDIVIDUAL OCCUPATIONAL REQUIREMENTS
Specialized Experience (for positions at GS-4 and above): (a) Technical medical laboratory support work such as performing laboratory tests and examinations (Chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
GS-06: One year of specialized experience equivalent to at least the GS-05 grade level in the Federal service obtained in either the private or public sector performing the following types of tasks: Experience includes Performing a variety of standardized tests and examinations under normal technical supervision; following written procedures which provide detailed instructions on each step of the assigned test and examinations including the techniques, procedures, stains, reagents, chemicals, temperatures, measurements, controls to use and observe, machine settings, etc.; performing phlebotomy services; determining correct blood specimen for tests ordered; and adhering to quality control procedures.
GS-07: One year of specialized experience equivalent to at least the GS-06 grade level in the Federal service obtained in either the private or public sector performing the following types of tasks:Experience includes A thorough understanding and extensive knowledge of the methods, techniques and practices appropriate to medical technology and their practical application to clinical laboratory work. Skill in calibrating and operating analytical instruments sufficient to independently perform recurring tests and analyses. Understanding of related disciplines such as microbiology, chemistry, physiology, anatomy and their relationship to medical technology. -OR
Completed 1 year (18 semester hours) of graduate education that is directly related to the work of the position. -OR
Combination of education and experience that when combined fully meet the minimum qualifications for this position. The total percentage equals at least 100 percent to qualify for this GS-07 grade level.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
