This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base Facilities and the Major Range and Test Facilities Base to recruit and appoint qualified candidates to positions in the competitive service. Duties

This is a developmental position being filled at the GS-04, GS-05 or GS-06 levels. The full performance GS-06 level of this position entails the following duties: Perform installation access control for vehicles and pedestrians acting as initial point of contact for all visitors to authenticate identification using Personnel Access Control Systems, identification cards and badges. Conduct random Inspection Team or Random Antiterrorism Measures, vehicle searches/inspections, containers, personal property. Detain violators, identifies witnesses, takes statements and ensures incident scenes are preserved for law enforcement investigators. Perform Visitor Control Center (VCC) duties to include operating and performing various research queries on the National Crime Information Center (NCIC) workstation terminals in accordance with federal and state laws. Utilize Physical Access Control Systems to enroll personnel into system for vetting and printing of visitor passes/badge, verifies credentials and maintains visitor control roster/badge logs. Provide immediate response to active shooter and other situations such as terrorist threats, national emergencies and natural disasters as a First Responder.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a positive ANACI security background check AND incumbent must meet the requirements under the Lautenberg Amendment/Domestic Violence Misdemeanor Amendment to the Gun Control Act of 1968.
  • Must be able to obtain and sustain state certification for operating the NCIC terminals.
  • IAW AR 190-56, requirements of Individual Reliability Program apply, and Incumbent must be assessed under the Individual Reliability Program.
  • IAW AR 600-85, a DA Form 5019R Condition of Employment must be assigned for mandatory drug testing. Drug testing designated position. Individual agrees to submit to a urinalysis on a recurring basis, in accordance with (IAW) AR 600-85.
  • Shift work is required, or a change in work shift may be necessary, including fluctuating hours and mandatory overtime may be required.
  • Must be proficient in the use of assigned firearms/weapons, pass an initial qualification, and must qualify semi-annually thereafter in the use of assigned firearms/weapons.
  • Must undergo and pass annual medical exams of physical, emotional and mental stability. Standard for medical exams are prescribed in AR 190-56 “The Army Civilian Police and Security Guard Program".
  • Must successfully complete security guard training.
  • Must be trained and maintain current required certifications in CPR techniques and must know first aid. May act as a first responder in a medical emergency.
  • May be required to wear chemical protection masks, gloves, and other protective equipment, and may be required to be certified in the use of aerosol irritants and baton.
  • Will be required to maintain physical conditioning and pass an annual physical agility test (PAT).
  • Must be fully qualified to operate a government vehicle. Must possess and maintain a valid state driver's license. Loss of license may result in removal from the position.
  • Must wear the Department of the Army Security Guard (DASG) uniform IAW AR 190-56, maintain a high state of appearance and hygiene.
  • Must obtain and maintain applicable certifications in operating various electronic equipment and sensors.
  • Must not have any medical condition that precludes the wearing of a chemical protective mask and over garments.
  • Must be able to perform as a member of the installations overall security response capability, including the requirement to carry and deploy a riot baton, carry a protective shield and employ non-lethal ammunitions if necessary.

About the Position: The Joint Munitions Command provides the Joint Force with ready, reliable, lethal munitions at the speed of war. JMC's mission is to support the production, storage, distribution, and demilitarization of munitions. This position serves as a Security Guard, GS-0085-04/05/06, located at the McAlester Army Ammunition Plant, which is a subordinate installation of JMC. This position functions as the first layer of defense in a security-in-depth concept to deter, detect, delay, assess, respond, and document unauthorized access to Army installations restricted to the general public. Such experience must have provided a knowledge of protective systems and techniques. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-03). (Note: Successful completion of training in an accredited technical school that covered subjects such as physical security procedures, local laws, or investigative techniques is considered qualifying for specialized experience on a month-for-month basis.) OR Education: Two years of education above the high school level in an accredited college or university. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education by 60. Add the two percentages. In order to qualify for the GS-05 position: Specialized Experience: One year of specialized experience equivalent to the GS-04 grade level in the federal service which includes experience controlling access to a facility; and/or search various types of vehicles; and/or verify identification; and/or perform traffic control duties; and/or operate radios to pass and receive information. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). In order to qualify for the GS-06 position: Specialized Experience: One year of specialized experience equivalent to the GS-05 grade level in the federal service which includes federal, state, municipal, local or private protective organization performing installation access control, using physical access control equipment, safeguarding personnel, information, and critical assets, recording visitor information, and/or determining whether appropriate authorization for access exists. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).
