The Policy & Capabilities Directorate ensures the IC is best postured for the threats and challenges of an uncertain future, through strategy, policy, and capabilities development. Comprised of 7 organizations, PC oversees IC Human Capital; Acquisition, Procurement & Facilities; Intelligence Advance Research Projects Activity; Science & Technology Group; Requirements, Cost & Effectiveness; Policy & Strategy; and Data and Partnership Interoperability.
Duties
The IC Human Capital Office (IC HC) is responsible for the overall strategic management of the Intelligence Community's (IC) workforce, comprising civilian, contractor, and military personnel. The office develops Human Capital (HC) policies and programs to include workforce planning, recruitment and career development, diversity strategy programs, pay and benefits, leadership training and development, performance management and recognition, work/life programs, and Human Resources (HR) information requirements.
The IC HC Foreign Language Group (FLG) ensures integration, collaboration, and oversight of the Intelligence Community's (IC) language operations, language skill development, human language technology development and utilization, language education and training, language proficiency assessment, and policies and programs in order to ensure that the IC has the knowledge, skills, technologies, training and operational processes necessary to achieve IC mission objectives. FLG works with the IC and Department of Defense to understand the foreign language community's mission imperatives and develop initiatives. It also represents the ODNI in language-focused forums across the community, to include Foreign Language Executive Committee, National Security Education Board, and Defense Language Steering Committee meetings.
Serve as the Program Manager responsible for the annual collection of foreign language data. Lead a team of government and contract staff in all phases of the data collection process, and analyze data collected to report on the effectiveness of IC foreign language programs.
Lead and oversee efforts to maximize performance and efficiency of foreign language capabilities (human and technology-based) in IC operations.
Help implement the objectives of the 2024-2027 IC Foreign Language Strategic Plan's Implementation Plan.
Support IC missions by identifying foreign language capabilities in the case of crisis and surge events, especially in low-density languages.
Lead FLG's interaction with the FLEXCOM's Operations Expert Group, which brings together IC foreign language experts to address important operational language issues.
Engage in FLG's bimonthly meetings with our Five Eyes foreign language community and annually at Five Eyes Language Conferences.
Build partnerships with the ODNI Deputy Director for Mission Integration, the National Intelligence Management Council, and the National Intelligence Managers. Work with mission managers and IC senior language authorities to understand proficiency requirements for the foreign language workforce.
Collaborate and partner with Department of Defense foreign language programs and stakeholders.
Prepare expert communications on foreign language topics for senior leadership.
Lead a team of government and contract staff in the facilitation of the Foreign Language Executive Committee (FLEXCOM) meetings, FLEXCOM Expert Group and Working Group meetings, and the publication of the annual IC Foreign Language Capabilities Report.
Advise IC and Office of the Director of National Intelligence (ODNI) senior leadership on the development, implementation, and management of complex HC programs which are based upon ambiguous guidelines requiring extensive interpretation and ensure programs are aligned with and directly support the IC's strategic mission objectives.
Requirements
- Must be a U.S. Citizen residing in the United States
- Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- A two-year trial period is required for all new permanent appointments to the ODNI.
Qualifications
Mandatory Requirements:
Expert knowledge of foreign language initiatives that encompass IC operations, and technological research.
Expert knowledge of Intelligence Community (IC) elements, requirements, functions, interrelationships, and the role of language and technology in meeting IC requirements for operational foreign language capabilities.
Excellent interpersonal and team building skills to foster a collaborative work environment and to coordinate, network, and communicate across the IC.
Superior ability to communicate, both verbally and in writing, information in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives.
Superior ability to plan and execute long-term strategic goals and objectives.
Superior ability to manage IC-wide processes and activities.
Superior analytic abilities to evaluate complex data, resolve inconsistencies, and propose innovative solutions to challenging problems.
Expert level experience in IC operations requiring knowledge of a foreign language and foreign language technology tools.
Education: Bachelor's degree in a foreign language or related degree.
