This position is assigned to an Air Force installation that has a GS-0081-12 Fire Chief assigned. The primary purpose of this position is: To serve as Assistant Chief for Fire Prevention planning, directing, and coordinating all activities of the technical services program including a comprehensive inspection program of all on-base facilities to detect and eliminate hazards in a high fire expectancy area, and a base-wide population motivation training program in fire prevention.
Description of Duties:
1. As the Assistant Chief of Technical Services, participates in the administration and planning of a comprehensive fire prevention program at the installation. Manages the Hazard Assessment Inspection Program, Public Fire Prevention and Education Program, Fire Protection Engineering, and Extinguisher Maintenance Program.
2. Plans, administers, and supervises the fire prevention education program. Coordinates public relations activities and uses the news media to promote fire safety. Directs or provides demonstrations and lectures to groups or organizations. Develops base fire regulations, training programs, and fire hazard assessment schedules.
3. Reviews construction and modification plans, confers with engineers, and provides technical/functional assistance on fire prevention and building design criteria. Uses building codes and various manuals and specifications, prepares reports, conducts fire investigations, evaluates hazardous conditions, and provides recommendations to correct hazardous conditions. Coordinates on work requests and provides input in the planning and development of all major construction or renovation projects.
4. Performs supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements.
5. Performs other duties as assigned.
Requirements

- This is an excepted service position that requires membership in military assignment in WV's National Guard, and is required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Male applicants born after 12/31/1959 and are required to register under the Military Selective Service Act, the Defense Authorization Act of 1986 requires that you be registered, or you are not eligible for appointment in this agency.

- Employee must participate in a mandatory physical fitness testing program.
- Employee must meet medical standards IAW OPM GS-0081 Series and DoD Manual 6055.5.
- Employee is required to use all safety equipment and clothing provided by management.
- This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment.
- Ability to implement firefighting/emergency response plans, as well as manage and direct fire suppression personnel and equipment under stressful and dangerous conditions.
- Ability to plan, organize, direct functions, and to mentor, motivate, appraise, and supervise the staff of an organization.
- Ability to communicate effectively, both orally and in writing.
- This position requires the employee to work under adverse environmental conditions and falls under the respiratory protection program and hearing conservation program.
- The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required.

MINIMUM REQUIREMENTS: Experience that demonstrated the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Such duties may include (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents; (6) developing, implementing, or providing training in fire protection and prevention; (7) firefighting and fire prevention theory and techniques; (8) fixed and mobile firefighting equipment operation; (9) planning, directing, or carrying out fire protection and prevention programs and operations and/or (10) performing emergency medical services.
SPECIALIZED EXPERIENCE: Must have at least 30 months experience, education, or training in one or more of the following areas: (1) Controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade. (2) Rescue operations. (3) Detection, reduction, or elimination of potential fire hazards. (4) Operation of fire communications equipment. (5) Controlling hazardous materials incidents. (6) Developing, implementing, or providing training in fire protection and prevention (7) Firefighting and fire prevention theory and techniques; (8) Fixed and mobile firefighting equipment operation. (9) Planning, directing, or carrying out fire protection and prevention programs and operations and/or (10) Performing emergency medical services. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
