This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serve as a Budget Analyst responsible for providing technical advice and assistance on financial, budgetary, accounting matters, and budget operations in the Business Process Improvement Program Office, U.S. Army Business Transformation Office.
Duties
Assist with development of the Command Operating Budgets (COBs) in two appropriations for active-duty incentive programs including special worldwide Army medical programs.
Receive and interpret Funding Authorization Documents (FADs) to distribute funds in accordance with requirements and fiscal guidance.
Analyze headquarters programs and budgetary guidance for Armed Forces health care student incentive programs.
Monitor, review, and analyze the execution of annual funding programs (direct and reimbursable) to ensure compliance with stated obligation plan(s).
Provide technical advice and assistance on financial, budgetary, accounting matters, and student operations.
Analyze a variety of agency structures, subject matters, guidelines, military and civilian education requirements within the Army Medical Department impacting the overall mission of the Army's Medical Department's health care incentive programs.
Requirements

- Cert: FMC02 - FM Certification Level 2 - Failure to obtain this certification within the required time may subject the incumbent to adverse action.

In order to qualify, you must meet the education and or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Position may be filled as a Term Appointment NTE 3 years, Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years.
Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position.
Specialized and Other Experience:
One year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which includes 1) Provide technical advice on financial, budgetary, and/or accounting matters for program execution; 2) Analyze budgetary guidance for budget review; 3) Collaborate in the review of funding authorization documents to distribute funds.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
