The primary purpose of this position is to serve as a Law Enforcement Intelligence Analyst in a joint law enforcement fusion center; to collect, analyze and report potential threat information obtained from multiple sources related to conditions and trends.

Duties

Gathers, analyzes, and reports law enforcement intelligence information for use by law enforcement, investigative, physical security, integrated defense, anti-terrorism and related disciplines throughout the Joint Base San Antonio (JBSA) area of responsibility (AOR). Serves as an embedded Security Forces Fusion Liaison Officer (FLO) in the regional Southwest Texas Fusion Center (SWTFC), located at the San Antonio Police Department. Supports the JBSA Behavioral Threat Manager by evaluating threat alerts received by the SWTFC for a nexus to JBSA or other Department of Defense (DoD) entities.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
  • Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive position s presents a clear threat to the mission of the Air Force, national security, and public safety
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position
  • Work for this position is primarily based at the Southwest Texas Fusion Center (San Antonio Police Department) and at JBSA-Randolph.
  • Mission requirements could necessitate short notice travel by driving across the entire JBSA region (to include JBSA-Lackland, JBSA-Fort Sam Houston, JBSA Camp Bullis) as well as other organizations within the San Antonio Texas region.
  • May occasionally be required to work other than normal duty hours and/or shift work may be required which may include overtime and/or irregular hours.
  • Must attend and successfully complete the Army Crime and Criminal Intelligence Analyst Course (CCIAC), DHS Basic Intelligence and Threat Analysis Course (BITAC), or equivalent training within twelve months of employment.
  • This is a Mission-Essential position performing a Mission-Critical Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • This position is emergency-essential (E-E). In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the E-E duties until relieved by proper authority.
  • The incumbent or the designated alternate may be required to take part in readiness exercises.
  • This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization of function effectively.
  • This meets the criteria of an E-E position and requires that the incumbent, or the designated alternate, be removed from any military recall status.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for Investigative Analysis Series, 1805. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of, and skill in applying, a wide range of concepts, principles, and practices involving criminological theories and research methodologies sufficient to conduct analysis of investigative cases; Knowledge of, and skill in applying a wide range of concepts, principals, and practices involving the use of investigative and intelligence gathering systems sufficient to access, collect, examine, and/or analyze data evidence, and other information from a variety of sources, including public access and law enforcement databases. NOTE: Your resume must show supporting details. OR EDUCATION: Ph.D. or equivalent graduate degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of law enforcement intelligence collection and dissemination methods, applications, and techniques which includes the evaluation of one or more diverse sources of information utilizing multi-source law enforcement and intelligence information systems in order to report on capabilities and threat assessments. Knowledge of, and skill in applying a wide range of concepts, principals, can practices involving the use of investigative and intelligence gathering systems sufficient to access, collect, examine, and/or analyze data evidence, and other information from a variety of sources, including public access and law enforcement databases. Skill in gathering, assembling, and analyzing facts, drawing conclusions, devising solutions to problems, identifying changes and trends, and preparing and presenting information to leadership. Ability to conduct unbiased research, identify appropriate available systems/data sources, and produce collection requirement assessments that answer specific tasks to link and leverage agency capabilities. Ability to communicate effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and delivering written and verbal presentations. Ability to effectively maintain control of sensitive or classified material, assimilate disparate data, render knowledgeable and accurate assessments of the implication of data estimates, and make effective recommendations under conditions of urgency and pressure. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
