The position functions as the Utilities Systems Supervisor for Facilities Management Service (FMS) Line at the Department of Veterans Affairs, VHA Medical Center in Connecticut and is under the direct supervision of the Assistant Chief of FMS.
Duties
The incumbent will have responsibility for the supervision of (5) trade shops and is primarily responsible for the administration and supervision of shop supervisors in the following trades: Electrical, HVAC, Plumbing, Boiler Plant Operations which includes the Combined Heat and Power Plant (CHP Plant) and Electronics.
Duties include, but not limited to:
Prioritizes, integrates, and coordinates various work activities, as well as contracted work, for optimum effectiveness and efficiency of utilizing man-hours, equipment and funding resources to meet user, program, and mission needs.
Monitors progress and trends on in-house projects, work orders, and preventive maintenance.
Recommends adjustments and rescheduling, as necessary, to respond to changing conditions and emergency or urgent needs and delays.
Provides logistics and asset allocation duties on a facility, medical center, VISN and FCC Regional scale in support of Emergency Management functions when required. Participates in or organizes and conducts meetings and conferences, including some training sessions, to exchange information and coordinate maintenance planning and scheduling with user, maintenance and repair personnel, building tenants, equipment operators, contractors, and others.
Estimates materials for repair, minor improvement, maintenance and station labor projects in order to provide management with cost figures and estimates of labor for special projects, preventive maintenance, equipment repair, and improvement projects by determining the scope of work, work requests, and worksite and hourly performance standards for each trade.
Responsible for ensuring that preventive maintenance is performed on utility systems and building service equipment according to established policies and procedures.
Incumbent ensures that proper records for preventive maintenance are maintained.
Works with staff on preventive maintenance work order backlogs.
Assists with managing and planning a dynamic multimillion-dollar equipment inventory, maintenance and repair program from a multitude of different types of systems and subsystems.
Identifies and makes economically sound recommendations concerning equipment systems or facilities maintenance, modernization, or replacement planning.
Sets procedures and schedules preventive maintenance of building and utility equipment to prevent breakdown and extend equipment life which, in turn, saves on emergency repairs, labor costs, and inconvenience due to system down time.
Work Schedule: 40 Hours per week, Monday-Friday, 6:30am - 3:00pm.EST.

Physical Requirements/Working Conditions: This position requires walking, standing, bending, sitting, crawling and climbing. Incumbent must have good vision, with or without glasses. May lift or carry tools, equipment, ladders, scaffolding, parts and supplies up to 50 pounds. May occasionally lift and carry items over 50 pounds.
