Duties

Plans, coordinates, and directs all functions related to or associated with the loading and unloading of government cargo, both hazardous and non-hazardous. Reviews and interprets manifest, final stow plans, and message traffic to determine in advance any unusual requirements for equipment or cargo. Determines stevedore gang size, required work time on ships assigned, any required shift assignments, and equipment necessary for loading/discharging the ship. Inspects all assigned spaces confirming their availability, prepares sketches if necessary, examines ships construction plans extracting information necessary for stow plan preparation. Coordinates freight movement from the warehouse to loading area, requests additional cargo space from the ship cargo officer as needed and coordinates special equipment needs. Operates microcomputers, word processors, computer programs and systems that are applicable to ship loading/discharging procedures, maintains current and historical files and utilizes desktop standard operating procedures. Use of systems similar to Global Air Transportation Execution System (GATES), Integrated Computerized Employment System (ICODES) and Integrated Mission Support for Surface Deployment and Distribution Command (ISDDC) Continuation of systems used: Army Container Assets Management System (ACAMS),Joint Equipment Characteristics Database (JFCD), DLA Distribution Standard System (DSS), and Navy Automated Documentation and Transportation Systems (NVADS).

Qualifications

A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to the GS-09 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Preparing preliminary cargo stowage plans, and/or overseeing loading, stowage, and discharge operations to make certain that they conform to preliminary plans, or authorizing necessary changes and preparing final plans. This experience must have involved vessels of at least 5,000 deadweight tons. It must also clearly show a comprehensive knowledge of marine rules and regulations and the ability to plan, direct, organize, and coordinate cargo handling activities; to interpret and apply policies; to investigate operations and practices and resolve problems; and to establish and maintain effective work relationships. Experience in layout planning, ship-loading, and cargo handling may have been gained during such seagoing and marine terminal assignments as service in the U.S. Navy as a cargo officer, similar service in the Merchant Marines, or employment by commercial steamship lines. B. Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See http://ope.ed.gov/accreditation/Search.aspx. If using education to meet basic qualifications, YOU MUST SUBMIT A TRANSCRIPT as supplemental documentation. To qualify based on education in lieu of specialized experience, you must possess: a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related in a major study. C. Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for grade level GS-11, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands: The work requires considerable strenuous physical as well as mental stress. Physical exertion involves climbing tall ladders, long periods of standing, walking over rough or uneven surfaces, bending, crouching, stooping, stretching, or similar activities. 12 to 16 hour around the clock work during contingency environment is not uncommon. In an everyday environment work requires specific but common physical characteristics and abilities, such as above average agility and dexterity. Work Environment: The work environment involves high risks with exposure to potentially dangerous situations requiring a range of safety and personal precautions .Performs some of the work in an office area but is often required to work in extreme weather (i.e., snow, rain, etc.) under fatiguing conditions with all classes of hazardous cargo, and in the vicinity of moving parts, machines, and vehicles. Special clothing, (hats and shoes) are required. Incumbent may be required to work overtime on short notice.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
