TTB Recent Graduates Program affords developmental experiences in the Federal Government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. Successful applicants are placed in a dynamic, developmental program with the potential to lead to a civil service career in the Federal Government.
Duties

The employee provides services to TTB customers and business partners located in the Central II region. The employee is responsible for providing their own workspace within Dallas or Fort Worth, Texas, which fall within the Central II region. The position requires frequent travel (6-10 days per month).
The following are the duties of this position at the GS-12. You will have the opportunity to learn to perform these duties and will receive training to help you grow in this developmental position.
- Interview accountants, representatives of financial institutions, industry representatives, and others including Federal and state officials to obtain information relative to excise tax liability.
- Participate in teams involved in excise tax audits and related matters with other auditors, special agents and/or inspectors.
- Plan and conduct assigned excise tax audits of alcohol, tobacco, firearms and ammunition industry members.
- Prepare accurate and timely reports and disseminates findings and disclosures developed during excise tax audits and related matters.
Qualifications
You must meet the following requirements by the closing date of this announcement.
To be eligible for the Recent Graduates Program, applicants must have, within the previous 2 years*, completed all educational requirements for a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying institution; or intended graduation is no more than 9 months from date of application. (However, you must graduate prior to being appointed to the position.) if applicable. For more information on education requirements go to Treasury's Pathways Program.
*Treasury veterans who, due to a military service obligation, were precluded from applying to a Recent Graduates Program during any portion of the 2 year eligibility period may have their eligibility period extended so that they receive the full 2 years of eligibility. The remaining 2-year eligibility period will begin upon his or her release or discharge from active duty. The veteran's eligibility period may not extend beyond 6 years from the date of completion of all requirements of an academic course of study.
For the GS-09: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal Service. Specialized experience for this position includes:
- Working for a tax administration organization that includes responsibility for documenting results of audits, projects, or analyses in written documents; OR
- Applying accounting or auditing principles to gather and analyze data and draw conclusions.
OR Education: Two years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree in a related field from an accredited (or pre-accredited) college or university generally recognized by the U.S. Department of Education; (or will attain within 9 months of application). Attach a copy of transcripts or list of college courses designating semester or quarter hours earned to ensure proper credit.
OR A combination of experience and education: To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be used in meeting this requirement.
For the GS-07: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal Service. Specialized experience for this position includes:
- Researching laws, regulations, guidelines; OR
- Applying accounting or auditing standards in a work setting.
OR Education: You may substitute education for specialized experience as follows: One full year of graduate level education in a related field; or Superior Academic Achievement based on a bachelor's degree that is demonstrated through class standing (upper 1/3 of class); or grade point average (3.0/4.0 overall or 3.5/4.0 in major), or election to membership in a qualifying national scholastic honor society (or will attain within 9 months of application).
OR A Combination of experience and education: You may qualify on a combination of education and specialized experience as follows: To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent.
Education
Education Requirements: Successful completion of a full 4-year course of study from an accredited college or university leading to an accounting or auditing degree, or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to six hours of credit in business law; OR
B.) A combination of education and experience wherein you've attained at least four years of experience in accounting or auditing, or an equivalent combination of accounting or auditing experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality (of which six hours may be substituted by business law);
2. A certificate as Certified Public Accountant (CPA) or a Certified Internal Auditor (CIA), obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing (e.g., 15 semester hours or 22.5 quarter hours), but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that: (a) you have successfully worked at the full-performance level in accounting, auditing, or a related field (e.g., valuation engineering or financial institution examining); (b) you believe a panel of at least two higher-level professional accountants or auditors can determine you have demonstrated good knowledge of accounting and related underlying fields equal to the breadth, depth, currency, and level of advancement normally associated with successful completion of a 4-year course of study as described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements.
Education Requirements: The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
