This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Located within the Directorate of Public Works at Fort Gregg-Adams, VA.
Duties
Serve as an Engineering Technician within the Directorate of Public Works Contract/Construction Branch within the Engineering Division.
Perform as a project manager on Job Order Contracting design and construction projects.
Evaluate samples and specification of equipment and material to ensure requirements are being met.
Conduct investigations at the project sites to determine the condition of the facility and secure necessary data prior to initiating design.
Prepare a detail Request for Proposal Document for construction content, drawings and samples.
Maintain a daily itemized log book of the projects status, developments, and agreements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires a Tier 1 background investigation.
- This position requires a valid, State-issued motor vehicle driver's license.
- The incumbent must submit and sign a Financial Disclosure OGE-450 upon entering the position and annually.
- The position requires TDY up to 10% of the time.
- This position requires the employee to take special safety precautions by wearing special protective clothing and utilize protective equipment.

You will receive credit for all qualifying experience, including volunteer experience. This is a Term position NOT TO EXCEED (NTE) 18 months and may be extended up to a total of 8 years.
Term Appointment NTE- Position may be filled as a Term Appointment NTE 18 months. Term appointments maybe extended beyond of 6 years, up to 8 years. With DoD approval, Term appointments may be extended beyond 8 years.
Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position.
Specialized Experience: One year of specialized experience which includes experience in developing plans, designs, drawings, specifications and cost estimates for a variety of projects of a broad scope and complexity. Experience in with inspecting contractors work performance and ensure compliance with plans and specifications are being met. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
