This position is located in the Veterans Service Center at the Regional Office. Through seasoned knowledge, the Legal Administrative Specialist (Public Contact Outreach Specialist) provides specific information and comprehensive assistance to Veterans, their dependents and beneficiaries concerning any matter within the scope of VA benefits and related non-VA benefits, to include those cases in which issues require an advanced technical proficiency.

Duties

Duties include, but are not limited to: Interviews persons who visit VBA facilities and provides designated outreach service. Speaks to individuals or groups at outreach events. Serves as a resource for the veteran community by participating in events and programs such as Veterans Organizations seminars. Develops a network relationship with state and private veterans organizations to broaden the scope of outreach. Conducts comprehensive VA benefits and services briefings to groups of veterans who have found it difficult to request VA benefits and services. Prepares technical correspondence to veterans and their dependents providing benefit information, representation right and and responses to miscellaneous requests. Receives and responds to congressional and White House inquiries concerning VA benefits for veterans and other claimants. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/10/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-10 position you must have served 52 weeks at the GS-09 level The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. MINIMUM QUALIFICATIONS REQUIREMENTS:: You may qualify based on your experience and/or education as described below:GS-10 Grade level: Specialized Experience: You must have one year of specialized experience equivalent to at least the GS-9 grade level in the federal service. Specialized experience is defined as experience in counseling customers and/or Veterans, their dependents and their beneficiaries regarding their benefits. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have two and a half years of progressively higher graduate education leading to a Ph.D or equivalent doctoral degree. Graduate education must demonstrate the competencies necessary to do the work of this position as described in the "How You Will Be Evaluated" section of the announcement. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate education as described described above which totals at least one year. [To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.]. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is mostly sedentary. There may be some walking, standing, and carrying of light items (such as papers, books, claims folders) from one desk to another.
