The primary purpose of this position is: To provide the Logistic Readiness Squadron commander and senior leadership with an assessment of the Vehicle Maintenance & Ground Transportation's ability to perform key logistics processes.

Duties

Acts as the Vehicle Management/ Ground Transportation Quality Assurance evaluator for the Logistics Readiness Squadron Commander (LRS/CC). Manages the overall quality assurance program and conducts surveillance for Vehicle Management/Ground Transportation processes. Serves as the Vehicle Management/Ground Transportation quality assurance technical advisor. Resolves discrepancies, differences of opinion, clarifies requirements, solves problems, and initiates changes. Establishes and implements training programs. Develops, monitors, and directs training programs within the scope and purpose for such training, as required.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Quality Assurance Series, 1910 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes reviewing production activities and capabilities in light of contract quality requirements. Reviewing written quality or inspection procedures for adequacy and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans. Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system. Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance. Identifying inadequacies and requesting corrective action. Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods. Investigating customer complaints and deficiency reports and providing identification of causes to appropriate authorities. Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals. Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections. extensive knowledge of a broad range of vehicle management/ground transportation programs and significant expertise and depth in the Air Force Global Logistics Support Center (AFGLSC), Vehicle Support Chain Operations Squadron (VSCOS) and Defense Property Accountability System (DPAS). The work requires the employee to analyze independently and resolve difficult issues and problems in the assigned area of responsibility involving, vehicle repair/operation processes, work methods, data management, or day-to-day operational procedures. The employee is skilled in applying this knowledge to analyze, evaluate and resolve procedural processes and quality problems, and has extensive knowledge of wide range of quality assurance methods, principles and practices to evaluate effective vehicle management support to customers. Employee coordinates the objectives and plans two or more specialized vehicle management/ground transportation programs receiving local support for the base, tenant units and customers; provides options in study recommendations to allow for differing or conflicting program requirements; and implements procedures and practices to cover multiple vehicle management/ground transportation objectives including fleet management, usage, and asset utilization. The employee at this level is considered the major authoritative source of knowledge for organizations supported by the local fleet organization, about the overall program, and for interpreting policy originating from higher organizational levels. The employee recommends new or revised local directives, policies, and implementation instructions; provides authoritative interpretations and guidance to management officials and other maintenance personnel at the same and lower levels in the organization; and reviews operating programs for adequacy, efficiency, and need for improvement. OR EDUCATION: Fully completed Ph.D., or equivalent doctoral degree or have successfully completed three full years of progressively higher-level graduate education leading to such a degree or LL.M., if related to the position from an accredited university or college. Note: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that information cannot be obtained from the school, 18 semester hours is considered as satisfying the one year of full-time study requirement. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Have successfully completed some graduate level education, and I have some specialized experience described above. Therefore, I have a combination of specialized experience and graduate level education to qualify for this position. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of Vehicle Maintenance/Ground Transportation and maintenance functions, and skill in applying this knowledge to multiple and varying requirements. Practical knowledge of Vehicle Maintenance/Ground Transportation repair/operation practices and procedures and the established regulations, requirements, and techniques related to the performance of these functions. Knowledge of safety, training, occupational health, fire prevention, and environmental regulations and policies. Knowledge of and skill in Total Quality principles, practices, methods, and procedures. Knowledge of conventional fact-finding or investigating techniques and skill in developing, reviewing, analyzing and evaluating facts relative to unsatisfactory conditions or trends and in preparing documented reports of findings. Ability to communicate effectively both orally and in writing. Ability to interpret higher headquarters policy for Vehicle Management/Ground Transportation policies, procedures, techniques, and equipment. Ability to collect, analyze, and interpret data to measure success/failure through the effective and efficient use of audits and investigations/surveillances. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
