This position is in THE Office of Research and Development, Center for Environmental Measure & Modeling, Ecosystem Processes Division, Landscape & Aquatic System Modeling Branch. About Office of Research and Development. Qualifications

NOTE:  You must meet qualification requirements, including any requirements described in the Education section, by the closing date of this announcement. In addition to the basic education requirements, you must have specialized experience and/or directly related education as described below: To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as developing automated frameworks and continuous integration/continuous delivery pipelines; developing tools, applications, and Application Programming Interfaces (APIs); and assists with the creation of standard operating procedures, or written guidance, for performing data validation and verification. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of DevOps engineering theories, principles, and practices. Skill in user-centered design for consumer-facing technologies. Ability to lead agency-wide technology policy initiatives from conception through implementation. Ability to lead agency-wide technology policy initiatives from conception through implementation. Skill in oral communication. Skill in written communication. Skill in data validation and verification. Ability to collaborate with cross-functional teams to resolve data quality and operational issues. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education

You must have one of the following:

-bachelor's or higher degree from an accredited or pre-accredited college or university in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks;

OR

-IT-related experience demonstrating each of these four competencies:

1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail;

2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services;

3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately;

4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
