Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations- National Targeting Center - Mission Support Division located in Washington, DC.

Duties

This position will allow you to use your expertise in managing and overseeing programs which have agency-wide and government-wide impact. This position starts at a salary of $139,395.00 (GS-14, Step 1) to $181,216.00 (GS-14, Step 10) with promotion potential to $181,216.00 (GS-14 Step 10). In this First-line Supervisory Program Manager position, you will become a key member of a team of Homeland Security professionals managing a variety of agency-wide law enforcement programs. Typical work assignments include: Managing one or more agency programs, determining the goals and objectives that need emphasis, developing measures that evaluate performance, recommending program improvements, managing resources, and assuring implementation by subordinate organizations and operating units; Utilizing budgetary policies, precedents, and regulations to assure the budget forecasts, estimates, and submissions conform to requirements, guidelines, and financial objectives; Reviewing, editing, and consolidating annual and multi-year budget estimates; Making decisions and resolving problems involving interpretation of the law or unusual situations requiring interpretation and application of operational policy, including establishing production standards and preparing performance work plans and appraisals; Advising employees of the performance requirements of their positions and keeping them apprised of their progress in meeting the requirements.

Qualifications

Experience: You qualify for the GS14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Using analytical tools and methodology to provide a comprehensive knowledge of management issues and programs; Providing authoritative advice to parties dealing with various management levels throughout DHS and CBP; Overseeing the planning, direction and timely execution of programs that include but are not limited to budget, procurement, travel and contracts; Managing a professional, technical, and/or administrative program or program segment that had national impact. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 09/03/2024. Current and former federal employees may be required to serve or complete a probationary period.
