About the Position: Incumbent works under the general supervision of the Chief of Staff, dealing with troubleshooting and problem-solving management of program and project activities. Incumbent is charged with the principal staff responsibility for developing, defending, and maintaining a balanced, justified, and prioritized program of planning, projects, and related activities within available resources. Duties

Establish official policy by applying professional insight and addressing the commitment of resources and budgetary needs impacting the organization Troubleshoot project activities for resolution to report back to Chief of Staff. Establish methods and procedures for the organization to accomplish work efficiently Provide direction on strategies of all activities of the command, including monitoring plans to ensure they are within budget and that schedules will achieve command goals. Advise senior staff on all matters pertaining to the capabilities and limitations of the training facilities and ranges. Plan projects which include the operational and tactical aspects of logistical/maintenance support. Interpret policy to set priorities for work relative to preparation and execution of the program. Provide guidance on the overall development of current and long-range programs such as developing future investment priorities, validating study and project schedules or developing viable alternative courses of action. Analyze changes from prior year submissions including new initiatives, and develops information and analyses needed to support program submission. Develop a prioritized program of planning, projects, and related activities within available resources.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The incumbent may be required to perform duties on TDY up to 10 percent of the time.
  • This is a term, obligated position, NTE 13 months.
  • This is an obligated position. An obligated position is when an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.
  • You will be asked to sign an agreement acknowledging that you are aware of the obligation and willing to be displaced under reduction in force procedures upon the return of the former incumbent.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

APPOINTMENT INFORMATION: Position may be filled as a temporary promotion or detail NTE (1 year) by a current permanent Army employee. Temporary promotions may be extended up to a maximum of five years. Position may be made permanent without further competition. Employees currently located in OCONUS (foreign or non-foreign) are not eligible for a detail to a CONUS position. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Organizational AwarenessProgram ManagementStrategic Thinking Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement. If you are a current Federal employee, you must include your pay plan, series and grade in your work experience(s) on your resume submission and/or upload supporting documentation (within-grade increase SF50) to show that you meet the time-in-grade requirement.
