About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W0CUAA US ARMY FUTURES COMMAND.

Duties

Provide current intelligence and threat support to force protection, science and technology initiatives, and research and development activities within Army Futures Command (AFC). Screen and analyze intelligence on current and projected threats across a wide range of areas that includes threat force tactics, doctrine, and equipment. Use automated software, such as Microsoft Office, and other digital and collaborative tools to prepare and present briefings and supporting products in support of Operational Environment (OE) and threat analysis. Conduct threat assessments to Army and Joint weapons systems and programs, system-of systems and family-of-systems by remaining informed of military, political-military, technical, and other developments. Serve as a Subject Matter Expert (SME) for the AFC Directorate of Intelligence and Security (DoIS), reviewing, analyzing, and evaluating large sets of classified and open source current all-source intelligence. Identify, through trend analysis, relevant foreign scientific and technical intelligence in AFC mission areas, and ensures its incorporation into various products, including System Threat Assessments, White Papers, and Threat Briefings. Lead the preparation of the AFC Commanding General (CG) Current Intelligence Summary through review, analysis, and evaluation of large volumes of current all-source intelligence information which is parsed and incorporated. Lead and manage the Manager’s Internal Control Program and actively participates in training other analysts in intelligence analysis. Conduct liaison with other Services, the Joint Community, academia, think tanks, and the private sector as appropriate to analyze and produce future OE products.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • May require Temporary Duty (TDY) travel up to 20% of the time.
  • Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).

Specialized experience is defined as experience (1) conducting in-depth open source research and collection of publicly available information utilizing available collection tools and techniques; (2) conducting joint analysis and fusion of all source scientific and technical intelligence (S&TI) to complete tasking, collection, processing, exploitation and dissemination of intelligence products; and, (3) conducting threat analysis using threat mapping, trend and pattern analysis of threat forces, and linkage analysis to analyze intelligence information, assess developments, trends and threat implications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12). Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
