This position is in the VHA Office of Internal Audit (IA) and is a member of an audit team responsible for executing Generally Accepted Government Auditing Standards (GAGAS) audits for VHA's internal audit program. This position is a key component of VHA's third line of defense, providing internal, independent, and objective assurance for management operations and clinical service.

Duties

About the Position: The Senior Auditor or Team Lead role requires the individual to be highly- motivated and experienced in conducting governmental engagements. The employee is to serve as a senior member of an audit team conducting a variety of engagements that focus on VHA programs and operations, which include and are no limited to: assessments of efficiency, adequacy of internal controls; compliance with laws, regulations, policies, and/or contracts; and detection of potential fraud, waste, and abuse. The employee is expected to be skilled in performing all necessary functions of an audit throughout the research, planning, fieldwork, and reporting phases, individually and as a member of an audit team, with limited oversight in accordance with internal VHA IA's policies and procedures and Generally Accepted Government Auditing Standards. Conducts research on VA/VHA risks and prepares proposals for future VHA IA engagements. Conducts the engagements in accordance with GAGAS and other applicable policies and/or procedures. Gathers comprehensive information, including pertinent laws, legislative history, regulations, contracts, and prior audits, etc., as applicable, to determine the purpose, scope, and objectives of the engagement. Develops relevant purpose and scope which relate to an objective and identifies and documents credible sources. Demonstrates the ability to interpret and evaluate interviews, observations, communications, and documentation by asking questions, analyzing assumptions and bias, avoiding emotional reasoning, distinguishing between fact and opinion, and considering other interpretations. Obtains and evaluates reliable information to develop complete, organized, clear, and logical results with succinct and supportable conclusions; and appropriately, make adjustments as needed. Cross-reference to source documents and reports and sufficiently address reviewer comments. Assess system of internal control to determine the level of reliability. Clearly communicates, both orally and in writing, significant audit findings, that include conditions discovered, their cause and effect, and recommendations. ?????? Facilitates collaboration among audit staff to develop and execute targeted approaches (locations, scope, and applicable audit tests) that fully address engagement objectives. Other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/10/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Individual Occupational Requirement (IOR): The level of education and/or expereince reflected in one of the listed qualification methods. Transcripts are required with application and unofficial transcripts are acceptable. IOR Education: A degree in accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR IOR Combined Education and Experience: At least four years of experience in performance auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. AND GS-12 Specialized Experience Requirement: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS- 11 grade level in the Federal service. Specialized experience for this position includes: Methods, theories and techniques of accounting and auditing Analyze accounting systems Modify and adapt conventional accounting and analytical techniques to sove accounting problems Develop or modify methods and techniques to resolve auditing problems GS-13 Specialized Experience Requirement: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS- 12 grade level in the Federal service. Specialized experience for this position includes: Plan, organize, and conduct timely execution of assigned nationwide and agency-wide audits Accounting, auditing, and financial management involving interfaces and interrelationships Plan, analyze, determine cost/benefit relationships Annual and long-range planning of VHA functions and influence VHA policies and legislative proposals Conducts audits in accordance with generally accepted Government Auditing Standards (GAGAS) Audit planning, conducting audits, and audit reporting You will be rated on the following Competencies for this position: Quality Management Communication Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
