This position is located in the housing program of a USDA Rural Development State or Field Office. The incumbent administers complex aspects of the single family housing direct loan program for an assigned area.

Duties
Serves as a senior operating loan specialist responsible for the execution of applicable Single family housing department loan and grant
programs.
Fosters mutually beneficial arrangements with such groups to maximize Single family housing program saturation, enhance community cohesiveness, and improve economic conditions in the area assigned.
Processes difficult aspects of non-centralized post-acceleration actions/foreclosures and may participate in tribal foreclosures, as applicable.
Administers the Single family housing repair loan and grant program for an assigned area.
Participates in program reviews/compliance audits, including developing/revising processes and procedures to correct deficiencies.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
For the GS-09: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-07; or its non-Federal equivalent that demonstrates: knowledge and understanding of mortgage loan making/servicing and credit principles and practices in order to assess the fundamental soundness of single family housing loans and to independently examine applications, supporting documents, and credit reports, and maintain servicing activities on small mortgage loans. Basic understanding of nonprofit organizations and the applications for the mutual self-help rehabilitation and construction programs. Experience may have been gained in work equivalent to furnishing information to borrowers and applicants on loan programs, eligibility requirements, financial and credit requirements; analyzing information provided by loan applicants, determining eligibility for mortgage loans, and making loan recommendations to a senior employee; and participating in providing credit counseling to all borrowers and debt adjustment services OR Masters or equivalent graduate degree in a related field, OR 2 full years of progressively higher level graduate education leading to such a degree, or LLB or J.D., if related OR a combination of education as described and specialized experience.
