Duties

This announcement is open to: U.S. Citizens who reside or currently employed in the Boyers, PA local commuting area, which includes the Pennsylvania counties of Butler, Clarion, Armstrong, Allegheny, Beaver, Lawrence, Mercer, Crawford, Erie, Venango, Jefferson, Indiana, and Westmorland; Ohio counties of Columbia, Trumbull, and Mahoning; and all cities existing in Pennsylvania or Ohio within the geographic area bounded by the outer boundaries of the combined areas of the aforementioned counties. As a INVESTIGATIONS CONTRACT ANALYST you will be responsible for the following duties: The Investigation Contract Analyst reports directly to the Supervisory Investigation Contract Analyst and part of the FIRE CPOC team located in Boyers, PA The incumbent is responsible for but not limited to a range of duties including the development, oversight and management of support contracts to perform personnel background investigations while delivering products and services with excellent quality and timeliness

Qualifications

This position may be filled at either GG-09 or GG-11 grade level, please indicate the grade for which you want to be considered. Incumbent may be advanced non-competitively to the established target grade upon meeting developmental benchmarks, performance requirements, and other requirements, as applicable established for the career program or specifically for the incumbent The experience described in your resume will be evaluated and screened from the Office of Personnel Management's (OPMs) basic qualifications requirements. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. For the GG-09: You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-07) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for the GG-09 position includes: Assisting contractors throughout federal background investigations processes. Providing external/internal support by troubleshooting and assisting on background investigation processes, errors encountered and system process improvements. Assisting in the review of federal background investigations policies and procedures in accordance with agency contract to ensure contractors follow guidance and meet mission requirements. For the GG-11: You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-09) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for the GG-11 position includes: Overseeing contractors throughout the support of the federal background investigations process. Providing external/internal support by analyzing, evaluating, troubleshooting and providing guidance on background investigation processes, errors encountered and system process improvements. Reviewing federal background investigations policies and procedures to in accordance with agency contract to ensure contractors follow guidance and meet mission requirements. Specifically you will be evaluated on the following competencies: 1. Policy Coordination- The practice of collecting, analyzing, and using information to reach a consensus of understanding and collaboratively align compliance with existing or proposed policies, regulations, Directives and Instructions. 2.Information Management- Identifies a need for and knows where or how to gather information; organizes and maintains information or information management systems. 3.Technical Competence- Uses knowledge that is acquired through formal training or extensive on the job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues 4. Self Management- Sets well-defined and realistic personal goals; displays a high level of initiative, effort, and commitment towards completing assignments in a timely manner; works with minimal supervision; is motivated to achieve; demonstrates responsible behavior. 5. Problem Solving- Identifies solutions to problems; determines accuracy and relevance of information; uses sound judgement to generate and evaluate alternatives; and to make recommendations. 6. Communication- Communicate (i.e., written and oral) rights, responsibilities, management directives, policies, and/or regulations to employees, supervisors, and/or other pertinent individuals

Education


If substituting education for experience at the GG-09 level, you MUST possess a masters or equivalent degree OR 2 full years of progressively higher graduate education leading to such a degree, OR LL.B. or J.D., if related.

If substituting education for experience at the GG-11 level, you MUST possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher graduate education leading to such a degree, OR LL.M., if related.

If substituting or combining education for experience, transcripts MUST be provided. Failure to provide transcripts will result in you being rated ineligible for this position.
