This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for OPM Government -wide Direct Hire authority to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located at Fort Eustis, Virginia is located in Newport News, between historic Williamsburg and Virginia Beach. The Hampton Roads/Tidewater area has all the conveniences of a big city with charm of small town and rural areas.
Duties
As a Supervisory Computer Scientist, you will perform the following duties which is not an all-inclusive list:
Serves as an expert advisor and provides authoritative technical representation to directorate, command, higher headquarters and other government agencies.
Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work.
Plans, provides, directs and actively participates in three of the five key Analysis, Design, Develop, Implement, and Evaluate segments of the professional and technical, complex administrative program that is The Army Distributed Learning Program .
Establishes automation criteria to support a spiral software development and acceptance testing cycle to meet operational mission objectives and allow configuration of various computer-controlled systems and subsystems to meet user requirements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance throughout the duration of employment.
- Temporary Duty (TDY), up to 25% of the time.
- Supervisory probation may be required, unless previously completed.

Basic Requirement for Computer Scientist:
Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience for GS-13: One year of specialized experience which includes work such as 1) performing analyses of emerging information systems technology in order to make recommendations on training system requirements; 2) participating in applying computer science methods and techniques to review, and evaluate the architectural direction of training information systems; AND 3) participating in providing advice for alternative approaches to meet training information systems requirements.
