About the Position: This is a TERM NTE 3 years Contract Specialist position with Department of the Army, Military District of Washington in Fort Myer, VA.
Term Appointment NTE - Position may be filled as a term appointment NTE 3 years. Term appointments may be extended beyond six (6) years, up to eight (8) years. With DoD approval, term appointments may be extended beyond eight (8) years.
Duties
Monitors contractors' performance for compliance with terms and conditions of contracts.
Awards contracts within delegated contracting officer authority or recommends award to contracting officer on contracts outside delegated authority.
Writes and develops individual contract packets to include but not limited to Performance Work Statements and Independent Government cost Estimates.
Provides staff advice and technical assistance for assigned safety program areas requiring the development and application of new and unique facilities safety standards.
Performs cost and price analyses to negotiates prices, terms, and conditions, and settlements.
Prepares initial agency position on protests from unsuccessful bidders and renders or recommends a decision on claims arising under the contract.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- This is an Army Acquisition Workforce (AWF) position. The employee must meet DoDI 5000.66 requirements applicable to the duties of the position
- A Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
- This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.

In order to qualify, you must meet the education and/or experience requirements described below. Basic Requirement for Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes1) Utilizing contract administration principles, policies, regulations and procedures to monitor contracts; 2) Conducting negotiations during pre/post-award phases; 3) Analyzing price/cost analysis; and 4) Monitoring contractor performance for compliance with contractual requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11)
