THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a GRANTS MANAGEMENT SPECIALIST (COOPERATIVE AGREEMENTS), Position Description Number T5869000 and is part of the DE United States Property and Fiscal Office, National Guard.

Duties

1. Provides authoritative technical advice on all aspects of grant/financial mechanisms across two current and overlapping fiscal years (Federal and State), across all open and active federal fiscal years (standard Not to Exceed five fiscal years for Cooperative Agreements), and through Continuing Resolution Authority (CRA) periods when applicable. Responsible for administering and coordinating a complex grants portfolio including Cooperative Agreements (CA) and highly technical special projects that have a value in the tens of millions of dollars and last up to two decades. Sets appropriate work priorities, applies knowledge of organizational needs and deadlines, and consistently follow-up to assure receipt of required documentation. Ensures recipients are in compliance with cooperative agreement awards' terms and conditions, established administrative and financial policies, procedures, and sound business practices. Performs complex financial and administrative analyses of a variety of grant mechanisms to determine if costs are reasonable, allowable and allocable. Incumbent serves as the USPFO's principal authority and subject matter expert in all Cooperative Agreements, Grants, General Terms &Conditions (GT&C), FS Form 7600s, Memorandum of Understanding (MOUs), support agreements, and grant matters. Advises USPFO, TAG, NGB-AQ-A, other senior officials (state and Federal) and staff regarding Cooperative Agreement and Grant complex matters, involving current and future plans and their effect on long term projects and programs within the state National Guard (NG). 2. Interprets, develops, and applies appropriate regulations, policies and procedures relating to a variety of grant mechanisms. Participates in grant review meetings with key organizational and non-Federal recipients and provides administrative and budgetary information. Reviews periodic and final financial status reports to ensure all obligations incurred meet conditions in DoD and NGB regulations, program guidelines, cost principles, and the specific limitations as stated in the Cooperative Agreements. Reviews audit results and makes recommendations for resolution of audit findings. Provides subjective recommendations to the warranted grant officer, based on data reflected in the financial status reports, determines necessary action and prepares necessary documents. (25%). 3. Advises others including Federal staff, and non-Federal recipients to accomplish the program goals. Keeps supervisors and staff informed of administrative issues and developments. Responds to questions and resolves problems for staff. Provides leadership and significantly contributes to ad-hoc or regular workgroups within the grants management community. Inspects and reconciles Program Manager records during the quarterly Joint Review Program (JRP) and assigns corrective actions as needed. Reconciliation of both federal and state books is required due to the federal and state cost-sharing partnerships. Provides technical authority in the development and review of policy and procedural issuances from the Department, the agency, and Operational Directorates. Reviews and comments on proposed changes in rules or regulations, conducts special studies, and prepares position papers and special reports. Responds to letters, memos, phone calls, e-mails, etc. with non-Federal recipient and Federal staff. (25%). 4. Performs qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of the DoD Component GT&C, and Military Construction Cooperative Agreements, support agreements, and cooperative agreements related to their technical programs (examples include ARNG and ANG Facilities Operations and Maintenance Programs, Security Guard Program, Military Academies, Challenge and StarBase Youth Programs; Full-Time Dining Facility Operations, Aviation Training and Base Operations, Electronic Security Systems Operations and Maintenance, Sustainable Range Program and Telecommunications, Distance Learning, and the ARNG Professional Education Center (PEC) Operations; and ANG Combat Readiness Training Center (CRTC) Base Operating Support, Air Traffic Control Activities, Fire Protection, Natural and Cultural Resources Management, Family Readiness and Support Program; and Homeland Defense initiatives for the ARNG and ANG). Applies appropriate program evaluation and measurement in order to prepare project papers and staff reports and provides briefings to NGB-AQ-A and other NGB Directorate Staff personnel, Joint Force, and respective state managers to encourage understanding and acceptance (to ensure program compliance) of the Cooperative Agreements Program. Requirements

  • Must be a U.S. Citizen.

  • Federal employment suitability as determined by a background investigation.
  • Must be able to obtain and maintain a Secret security clearance within one year of hire. Failure to be able to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • The employee must maintain appropriate agency grants management certification. Fiscal Law, Master Cooperating Agreement Training certification ever 3 years.
  • The employee must complete the Financial Management Level Three Certification within 24 months of appointment. Failure to be able to obtain the required FM certification may result in the removal from appointment.
  • Must meet the definition of specialized experience by the closing of the announcement.

Qualifications

SPECIALIZED EXPERIENCE: TGS-13 - 1-year specialized experience equivalent to at least the next lower grade level of GS-12. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following: Managing and coordinating complex federal assistance agreements; applying analytical or evaluative methods to assess gaps in effectiveness of grant programs for the purpose identifying and implementing corrective actions; and training, advising, and monitoring the execution of agreements; independently interpreting legislation, regulations, policies, or other guidance to make eligibility determinations for grant applications; and familiarity with financial management systems and federal reporting requirements.
