Duties

The primary purpose of this position is: To serve as the Division Chief and Senior Legislative Affairs Officer, to the Commander of Headquarters, Air Mobility Command (HQ AMC/CC), reporting to Air Mobility Command Chief of Staff (HQ AMC/CS). Provides direct, unfiltered legislative policy advice, guidance, and recommendations on Congressional issues affecting all AMC organizations and Air Force (AF). Provide senior management of AMC with expert level advice, guidance and recommendations on legislative policy. Acts as AMC's single focal point for all Congressional interactions and interfaces on behalf of the command with HQ Air Force, USTRANSCOM, other Major Commands, subordinate AMC bases, and multiple external government agencies on Congressional issues affecting AMC equities. Prepares AMC Commander, and other AMC senior leaders, for all Congressional hearings and routinely travels with AMC Commander on visits to Capitol Hill. Coordinates Congressional and Staff delegations during on-site visits to AMC and to AMC bases. Duties: Directs all AMC legislative liaison activities. Serves as AMC Lead to capture and analyze complex Congressional language in Senate and House of Representatives bills/acts and Committee reports in order to identify potential impact to HQ AMC. Leads Testimony/Hearing Team in support of the AMC Commander and AMC senior leadership testimony to Congress. As AMC lead for Congressional base and Capitol Hill visits, analyzes visit requirements to determine appropriate briefings, discussions, and meetings; tasks AMC staff to provide the same; makes recommendations on office calls between AMC senior leadership and Congressional Members, Staff, and Committees. Originates Congressional activities process briefings/papers to educate MAJCOM, NAF and Wing personnel on the Congressional process, their role in Congressional affairs, and current Legislative activities. Manages Air Force Congressional Constituent Inquiries.

Qualifications

Conditions of Employment (cont.): Overtime work is sometimes required during the week and weekends during high intensity work periods in support of Congressional testimony preparation and to support Congressional visits. Off-duty access is regularly required for quick consultation and resolution of time sensitive Congressional issues. May be required to travel as a passenger on military or commercial aircraft with the AMC Commander or other AMC senior leadership in performance of TDY. Travel demands are unpredictable but primarily occur during Jan-Apr, but up to two times per month, based on the requirements of senior leaders. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery knowledge of JCS, OSD, USTRANSCOM, AF, and AMC policies used to support legislative strategies; knowledge of AMC plans, programs, policies, and operations sufficient to develop strategy to advocate for and defend systems and programs before Congress; expert knowledge and understanding of Congressional procedures and associated Committee structure for authorizing and appropriating the President's Defense Budget; and knowledge of Department of Defense (DoD), AF, AMC organizations goals, objectives, programs, missions and functions to perform comprehensive governmental studies. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to effectively lead, motivate, and guide workforce; operate in a dynamic organization structure and skill to communicate effectively, both orally and in writing, to prepare and present briefings and coordinate efforts and mange legislative liaison program activities. Thorough knowledge and understanding of AMC missions, its subordinate organizations, and the practices and procedures of the United States Congress, specifically, the intricate processes surrounding the annual National Defense Authorization Act and annual Defense Appropriations bill. Master level ability to find, track and analyze complex legislation, existing and draft, of interest to AMC and articulate the issues to executive-level leadership. Skill in analyzing legislation and drafting legislative proposals on complex AMC issues. Expert knowledge of OSD, JCS, USAF, and AMC doctrine and staff policies to include knowledge of the Inspector General, its function, and mission. Knowledge of public policy issues and legislation affecting AMC and the ability to understand staff processes and capitalize on inter-agency relationships with United States Congress, OSD, Joint Staff, USTRANSCOM, other Major Commands and subordinate units. The employee must exhibit a mastery of problem-solving, the ability to propose and implement solutions. Ability to anticipate potentially contentious issues and deal effectively and successfully in confrontational environments. Ability to manage several special Congressional projects simultaneously and to gather, assemble, and analyze disparate facts to conduct analyses, devise recommended legislative solutions, and package the entire process into briefings, papers, memos, or reports suitable for the AMC Commander's use and decision making. Ability to effectively manage a dynamic, fluid senior officer schedule when traveling. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
