This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as construction representative for a variety of construction and renovation projects and service contracts.

Duties

Serve as construction representative for a variety of construction and renovation projects and service contracts. Serve as an Alternate Contracting Officer's Representative (ACOR) for all types of contracts; Job Order Contracting (JOC), Multiple Awards Task Order Contract (MATOC) Service Contracts, and on occasion, competitive bid contracts. Represent the DPW as a construction authority. Prepare documents, construction estimates and reports from collected data when required. In the absence of the Supervisor, serve as acting Supervisor. Comply with and ensure contractor compliance with all applicable health and safety regulations. Prepare and maintain complete and accurate contract files.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • TDY travel is occasionally required.
  • This position requires a pre-employment physical.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually thereafter.
  • A one-year probationary period may be required.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to the GS-08 level in the Federal Service which includes: 1) Inspecting/reviewing construction work to ensure an acceptable level of workmanship and adherence to safety standards; 2) Assisting in the planning of construction work; and 3) Coordinating project plans and/or specifications with construction companies performing work.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
