The Office Automation Assistant (Transcriber) is assigned to the San Diego Regional Benefits Office, Support Services Division (SSD). The selectee transcribes verbal testimony provided by veterans and his/her representatives to Decision Review Officers at personal hearings in conjunction with decisions for claims, compensation, pension, or ancillary benefits.
Duties
The Major Duties of the Office Automation Assistant (OAA) are not limited to:
Transcribes verbal testimony in conjunction with decisions tor claims for compensation, pension, or ancillary benefits for Veterans Benefits Administration Regional offices nationwide.
Accurate and verbatim transcription of the hearing or other dictated material is paramount and serves as an official record that may be released to claimants, service organizations and other government agencies, and members of Congress.
Uses a personal computer, standard keyboard, and foot-operated recording/dictation equipment to transcribe from verbal recordings.
Produces a wide range of documents requiring graphics or tables within text, editing and re-formatting electronic drafts, and updating or revising existing databases or spreadsheets.
Researches technical dictionaries and other reference materials to ensure the accuracy of medical, legal, technical, scientific, military and newly developed terms.
Meticulously reviews and edits the transcribed document for correct formatting, grammar, and spelling prior to completing the final product.

Local Commuting Area Requirement: This vacancy is open ONLY to status candidates covered under the hiring eligibilities and hiring paths listed for this job announcement, in the local, San Diego (CA) commuting area. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. 1. Minimum Qualification Requirement: You may qualify based on your experience and/or education as described below:
GS-05 Grade Level:
Specialized Experience Requirement: One year of Specialized Experience, that is equivalent to the GS-04 level. Specialized Experience is defined as experience using office automation software (word processing, spreadsheets and databases); and experience preparing, editing and formatting documents and reports using proper punctuation, grammar, spelling and word usage.
Or,
Education Requirement: Education substitution of 4 years above high school. A copy of your Transcripts is required. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.
Or,
Combination of Education and Experience: A copy of your Transcripts is required. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of education beyond two years by 60. Add the two percentages. The total percentage must equal at least 100% to qualify.
2. Typing Requirement: A qualified typist is required for this position. You must be able to type at lease 25 WPM with three or fewer errors (based on a five-minute sample). Applicants must demonstrate this ability by either self-certifying proficiency, or by presenting a certificate of proficiency from a school or other organization authorized to issue such certificated by the Office of Personnel Management (OPM). Performance test results and certificates of proficiency are acceptable for 3 years.
Note: If certificate of proficiency is not submitted with application, applicants selected for interviews who self-certified typing proficiency will be required to complete a typing test.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: Work is primarily sedentary and involves keyboarding for long periods of time. There may be some walking, standing and carrying of light items such as paper or books.
