The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligence's (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence.
Duties
Major Duties and Responsibilities:
Lead, manage, and supervise two division chiefs and their teams of staff and contracted professionals to further a unifying vision that meets division-, group-, component-, and directorate-level goals for analysis while providing strategic direction and guiding implementation.
Oversee the ranking and prioritizing of wide-ranging competing requirements, taskings and other activities in an active environment to ensure that all responsibilities for the group are met in a timely fashion.
Collaborate with the group chief on setting the strategic direction and operational goals of the group.
Foster a culture of excellence by cultivating and mentoring the staff; leveraging best practices and lessons learned; developing expertise; prescribing specific, measurable, achievable, relevant, and time-bound expectations; providing formal and informal performance evaluations; identifying development opportunities; and recognizing excellence.
Directly and through subordinate leaders assess organizational capability, develop division work plans, oversee work-plan implementation, assure quality completion of assigned tasks, and direct division-level adjustments as necessary.
Review draft publications for clarity, brevity, organization, logic, and grammar, and work with staff to add context as necessary; ensure that the information selected is relevant and adds value, and ensure that each publication is concise and appropriately tailored to the specific customer.
Manage and oversee, guide, and monitor the governance structures to ensure decisions are made through the appropriate fora and disputes are resolved expeditiously.
Develop, communicate, and execute group spend plan and assess variances from cost and schedule baseline; implement the reallocation of resources in response to change to project or available resources.
Qualifications
Mandatory Requirements:
Expert critical thinking skills, including the demonstrated ability to think strategically and to lead and execute organizational and/or IC initiatives.
Superior ability to lead a team of staff and contracted professionals to manage complex issues.
Superior ability to develop and maintain working relationships with other ODNI and IC components and other government agencies to address issues that span multiple mission or program areas and to build coalitions of IC stakeholders.
Expert knowledge of strategic planning, methods and approaches.
Superior analytical and critical thinking skills, including the superior ability to think strategically, identify needs and requirements, develop recommendations, and evaluate outcomes against goals and objectives.
Superior oral and written communication skills, including superior ability to draft and edit written reports of varying length and complexity, and to communicate effectively with audiences of varying seniority and expertise.
Superior ability to manage strategic and tactical level topics, (particularly related to the analytic mission) and develop innovative recommendations and solutions for improvement.
Bachelor's degree or equivalent experience as determined by mission specialty area.
Desired Requirements:
Familiarity with analytical offices in one or more components of the IC.
Experience working with the National Intelligence Council, National Intelligence Managers, or another IC analytical office.
Ability to work successfully in a dynamic environment, representing changing mission objectives to strategic stakeholders.
Ability to spot, attract, and develop highly qualified talent capable of offering diverse perspectives and views.
Ability to find creative solutions to address operational requirements in a time of constrained resources.
