This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Plans, directs, supervises and evaluates the Installations Army Substance Abuse Program (ASAP) non-clinical program. Exercises operational control of ASAP non-clinical personnel. Manages and monitor the Installations Biochemical Testing Program. Assures military and civilian drug testing is performed in accordance with prescribed procedures to include chain of custody procedures and physical security measures. Performs all actions in support of non-clinical personnel, e.g. hiring, orienting, contracting, directing, supervising, monitoring, and evaluating performance. Plans work to be assigned by subordinates, sets priorities, and established schedules for work completion.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Temporary Duty Travel (TDY) may be required up to 5%.
  • A one-year supervisory probationary period may be required.
  • Incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance (Tier 3) or access for the duration of employment. A background investigation and credit check are required.
  • Must attain CEAP status through the Employee Assistance Certification Commission established by the Employee Assistance Professionals Association within 3 years of assuming their duties.
  • Must be willing to obtain and maintain Drug Test Coordinator (DTC) certification (DTC certification includes Civilian Split Sample Certification) within 1 year of assuming duties.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Army Substance Abuse Program Manager (0101 Series): A. Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position, such as Public Health Education (Note: You must attach a copy of your transcripts). OR B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience is defined as one year of experience which includes 1) Assisting in management and operation decisions relating to the Substance Abuse Prevention Programs; AND 2) Develops, executes, and monitor substance abuse program budget. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above).
