Duties
This position is located within the Department of Interior, Bureau of Safety and Environmental Enforcement (BSEE), Associate Director for Administration, Management Support Division.
At the full performance level of GS-14 the major duties of this position include, but are not limited to the following:
Advise BSEE and the Bureau of Ocean Energy Management (BOEM) senior management and other senior staff in the development and implementation of all safety and occupational health policies, programs, and standard practices to address all bureau operations, including but not limited to the offshore aviation operations, the offshore inspection program, and the oil spill preparedness program.
Perform the management functions of safety and occupational health policy formulation, guideline development, evaluation procedures, and continuous assessment of the effectiveness of the Bureau's safety and occupational health program.
Provide guidance, direction, and recommendations to establish needed safety and occupational health initiatives that address routine and complex, high-risk operations involving many specialized, hazardous and diverse activities that are often performed in extreme environments.
Plan, organize, and participate in occupational safety and health inspection activities to evaluate the effectiveness of occupational safety and health program requirements in work environments and proposes changes and modifications to improve safety and health work practices throughout a broad range of work processes.
Manage the investigation of employee complaints of safety and health issues. Plan and administer investigations of all fatalities and serious accidents or incidents involving bureau employees, onsite contractors, and property.
Evaluate a variety of complex unconventional safety problems or circumstances; ensure correct safety and protective equipment is in use; and determines risk assessment of the hazardous processes/conditions identified.
Salary Range:
This position is being advertised in either Sterling, VA or Jefferson, LA. Salary will be dependent upon the agreed duty location.
Sterling, VA
GS-14: $139,395 to $181,216
Jefferson, LA
GS-14: $122,198 to $ 158,860
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements
To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level of higher in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience in ALL of the following: (1) Manage safety and occupational health program for bureau, region, military installation/command or similar organization; (2) developing and recommending safety and occupational health policy to higher levels of management; (3) applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements.
