The primary purpose of this position is to assist in the execution of the installation's Emergency Management (EM), Chemical Biological Radiological Nuclear (CBRN), and Hazardous Material (HAZMAT) emergency.

Duties

Assists in the development and coordination of plans and procedures for implementation and execution of the Installation Emergency Management Plan (IEMP). Assists in conducting initial/recurring training for functional areas of EM. Maintains Emergency Management response equipment, training resources, and supply inventories. Collaborates with on/off-base units and agencies on installation EM programs, policies, and procedures. Serves as a CBRN Response team member.

• Must have successfully completed or be able to complete within six (6) months of appointment to position, the Air Force Emergency Management Course.
• Must possess or be able to obtain and maintain, within six (6) months of appointment to position, hazardous materials level training certifications
• through International Fire Service Accreditation Congress (IFSAC) or Pro Board Fire Service Professional Qualifications System Awareness, Operations, and Technician to perform containment, control, detection, and identification.
• May be required to be certified on and wear emergency protective equipment IAW DOD guidance.
• This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
• Incumbents of this key position must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
• Air Force Certified All-Hazards Responder (AFAHR) certification is desired but not required.
• The employee must obtain and maintain an appropriate security clearance.
• Work may occasionally require travel away from the normal duty station on military and commercial aircraft.
• May be required to work outside normal duty hours.
• This position requires a pre-employment physical/medical examination.

Qualifications

This is a Term position NTE 36 Months; the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Group Coverage Qualification Standard for Administrative and Management Positions for the GS Emergency Management Series 0089. SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes knowledge of established emergency management principles, methods, and techniques sufficient to independently perform recurring assignments of conventional nature to control or eliminate hazardous conditions and risks which may cause injury to persons or damage property; practical knowledge of laws, regulations, policies, and procedures related to emergency management to interpret and explain the reasons and purposes for applying corrective/preventive measures and procedures. OR EDUCATION: Applicants must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D.in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 36. Add the two percentages. The total percentage must equal at least 100 percent to qualify) NOTE: You must submit copies of your college transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of health, safety, and environmental requirements as outlined in applicable safety standards and regulations, and/or technical orders, to include Occupational Safety and Health Administration (OSHA) directives as it pertains to hazardous materials response; National Response Framework (NRF) organization, lines of authority, installation response roles and responsibilities; and natural disaster response procedures, training, and use of special equipment. Knowledge of the capabilities, limitations, and employment concepts for CBRN and conventional defense, detection, protective clothing/equipment, communications equipment and decontamination. Knowledge of policy and procedures of Air Force Material Management System, AFMETCAL, National Incident Management System (NIMS), and the Air Force Incident Management System (AFIMS). Ability to make instant decisions and select a course of action under high stress conditions associated with emergency situations. Skill of standard training techniques, methods, and materials sufficient to develop and present formal training and instructional sessions. Ability to communicate effectively both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:
