This position is located in Yukon-Charley Rivers and Gates of the Arctic National Park and Preserve.
This is a term position (more than one year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of four years. Term positions do not convey permanent status in the Federal service.
Duties
Duties include but are not limited to the following:
Organizes and plans archaeological field studies and oversees ongoing archaeological field operations. Conducts archaeological surveys to locate cultural, historical, and archaeological remains. Prepares evaluations of the cultural significance of features, artifacts, and data.
Performs data analysis and prepares reports, scholarly publications, and public outreach materials to communicate results.
Plans, develops, and finalizes historic preservation agreement documents and memoranda with federal and state agencies and Tribal entities in accordance with federal law, Department of the Interior/National Park Service (NPS) policies and guidelines.
Prepares historic preservation documentation and compliance for clearances, permits, licenses, etc., as required by National Historic Preservation Act, Native American Graves Protection and Repatriation Act, Archaeological Resources Protection Act, NPS management policies, and cultural resources management guidelines.
Uses and oversees the use of GPS, GIS, and other technology in support of data collection, analysis, reporting, and management activities.
Fairbanks Area Description
Fairbanks is the largest city in the Interior region of Alaska. The population, as of 2019, estimates the city proper at 30,917, and the population of the Fairbanks North Star Borough at 96,849, making it the second most populous metropolitan area in Alaska (after Anchorage). Fairbanks is home to the University of Alaska Fairbanks, the founding campus of the University of Alaska system. The Fairbanks North Star Borough School District operates public schools serving the city of Fairbanks.
Fairbanks is in the central Tanana Valley, straddling the Chena River near its confluence with the Tanana River. Immediately north of the city is a chain of hills that rises gradually until it reaches the White Mountains and the Yukon River. The city's southern border is the Tanana River. South of the river is the Tanana Flats, an area of marsh and bog that stretches for more than 100 miles (160 km) until it rises into the Alaska Range, which is visible from Fairbanks on clear days. To the east and west are low valleys separated by ridges of hills up to 3,000 feet (910 m) above sea level.
The city of Fairbanks and the greater Fairbanks area is home to several attractions and events, which draw visitors from outside of Alaska throughout the year. Summer tourist traffic primarily consists of cruise ship passengers who purchase package tours which include travel to Fairbanks. Many of these tourists spend one or more nights at a local hotel and visit one or more attractions. Tourism the rest of the year is mostly concentrated around the winter season, centered upon the Northern Lights, ice carving, and winter sports. In addition, other events draw visitors from within Alaska, mostly from the community's trading area throughout Interior Alaska and the North Slope.

Qualifications
All qualifications must be met by the closing date of this announcement-08/30/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the number of hours worked per week, full-time, or part-time. To qualify for this position, you must possess one of the following basic qualifications by close of the announcement:
Degree: A Bachelor or higher degree that includes 3 semester hours (or equivalent) each in the following 5 course areas: 1) History of archeology; 2) Archeology of a major geographical area such as North America or Africa; 3) Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; 4) Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating and analytical techniques; 5) Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work. IN ADDITION, six semester hours (or equivalent) of related coursework in: geography, geology, or cultural geography; history, historiography, or historical archeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying; AND archeological field school.

Related Curriculum: A degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic coursework sufficiently similar to the requirements stated above (including archeological field school).

Combination of Education and Experience: A combination of college-level education or training that provided knowledge equivalent to that described above, plus appropriate technical experience or additional education.

Experience: Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project.
In addition, to qualify for this position at the GS-11 grade level, you must possess one of the following minimum qualifications by close of the announcement:
SPECIALIZED EXPERIENCE: At least one year of specialized experience comparable in scope and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors). Examples of specialized experience may include: planning and conducting archeological surveys and monitoring of archeological projects; performing cultural resource field inspections, research, and project resource assessments; reviewing cultural resource permits and field work plans; preparing historic preservation documentation and compliance for clearances, permits, licenses, etc.; and planning long range protection and management of cultural resources. You must include hours worked per week in your resume.

EDUCATION: At least three years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You must include a copy of your transcripts with your application and the hours worked per week in your resume.

A COMBINATION OF SPECIALIZED EXPERIENCE AND EDUCATION: To calculate your percentage of qualifying graduate education, divide your number of credit hours in excess of 36 semester hours (or 54 quarter hours) by 18 semester hours (or 27 quarter hours), or the number your school uses to represent one year of full time graduate academic study. To calculate your percentage of experience, divide your months of qualifying specialized experience by 12. Add the two percentages. They must equal at least 100% to qualify using this option. You must include a copy of your transcripts with your application and the hours worked per week in your resume.
Volunteer experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
