Serves as the Tractor Operator at the Jonathan M. Wainwright VA Medical Center and is assigned to the Operations Section of Facilities Management Service. The duties consist of operating tractors and equipment in maintenance of facility grounds; also, general labor duties as required.
Duties
Operates wheel-type tractors with towed or attached equipment
Operates trucks up to 2 1/2 tons with dump box
Assist in preventive maintenance
The basic duties in the summer season consist of lawn and grounds upkeep
During the winter, the duties involve snow removal, ice removal and street maintenance
Performs general labor tasks such as shovel excavating, moving soils, sand, gravel, and other materials
Performs labor in assisting journeyman mechanics in trades
Repairs irrigation systems and components
Moving and transporting technical and medical equipment
Performs a variety of common and semi-skilled labor tasks including watering, mowing, sweeping, operating snow blower, shoveling snow, spreading deicer, sealing cracks in pavement, filing potholes, hand digging excavation, mixing, and pouring concrete, cultivation of landscape planting, and similar duties
Other duties may be assigned
Work Schedule: Monday to Friday, 8:00am-4:30pm

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.
SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. The screen-out element is the ability to perform as a Tractor Operator without more than normal supervision. Duties may include but not limited to: Skill in the operation of wheel-type tractors with towed or attached equipment (that has lifting, balancing, and turning capacities) which will be manipulated simultaneously. Skill in the equipment such as rotary, reel, or sickle mowers, fertilizer spreaders, lawn aerator, sweeper, seeder, edger, loader, backhoe, and sprayer. Experience operating trucks up to 2 1/2 tons with dump box for hauling materials and equipment with snowplow for snow and ice removal. Hand tools to adjust and repair equipment and have knowledge of mechanical principles of equipment. Operate power tools such as jackhammers, concrete saw, and slitting saw. Preventive maintenance and minor repair of tractors, maintenance vehicles, and equipment as well as performing operator maintenance and adjustments.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements/Working Conditions: Incumbent must be able to perform labor such as digging or shoveling for extended periods of time; be able to lift weights up to 100 pounds and to operate machinery controls with required arm and leg coordination. Incumbent must work in all outside conditions incurred such as heat, cold, snow, dust, and rain. Incumbent will also be required to work under conditions found in demolition such as dust, confined spaces and in debris areas. Incumbent will be subject to working around operating machinery and in areas where cuts, bruises, abrasions, and strains may occur.
