The Pharmacy Technician is positioned within the Pharmacy Service Line. The incumbent's responsibilities include, but are not limited to, prescription order entry with pharmacist verification, laboratory value monitoring, Electronic Health Record reviews, formulary support and communication, telephone logistical assistance, supplemental patient education communication, and administrative coordination across different transitions of care within and outside the VA, as needed.
Duties
Duties and responsibilities include but are not limited to:
Receives faxed, mailed, electronically prescribed, or delivered prescriptions written by Non-VA providers and processes all received prescriptions to include assessment of appropriateness and eligibility, prioritizing urgent prescriptions first.
Reviews authorized prescriptions for appropriateness using pharmacy technician knowledge. This should include evaluation of national and local formulary requirements.
Initiates the non-formulary/prior authorization process with the Non-VA provider and records needed documentation in electronic health record.
Contacts patients with updates on Non-VA prescriptions and documents in electronic health record, as needed or requested.
Organizes and files all prescriptions, communications, progress notes, or other documents for easy retrieval. This may include sending to the scanning department for input into VISTA imaging.
Assist procurement with collection of documentation or completed prescriptions needed for specialty medication requests.
Utilizes pharmacy information systems to answer patient or provider questions related to status of their prescription(s), completion date, package tracking, etc.
Assures drugs and supplies are appropriately stored and secured according to USP and VA guidelines, including the storage of high-risk, look a-like sound a-like, hazardous, controlled substances, corrosive chemical, flammable liquids, and refrigerated items.
Assists in training and orientation of new staff technicians, interns, and students. Assumes an active role in the overall pharmacy-training program consisting of students, externs, interns, residents, and professional and non-professional staff members.
Work Schedule: Monday through Friday; 8:00 a.m. to 4:30 p.m. may include some weekends, evenings and holidays.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education or Experience: For all grade levels and positions that accept both education and experience to qualify, equivalent combinations of qualifying education and experience that total at least 100% are qualifying. The combined percentage is determined by adding total qualifying experience as a percentage of the experience required for the grade level to the education as a percentage of the education required for the grade level.
Certification: For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either:
Pharmacy Technician Certification Board (PTCB), as a Certified Pharmacy Technician (CPhT) OR;
National Healthcareer Association (NHA), as a Certified Pharmacy Technician (ExCPT).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grandfathering Provision: Pharmacy technicians employed in VHA on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure/certification/registration that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements in this standard but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:
Employees may be reassigned, promoted up to and including the full performance (journey) level or changed to lower grade within the occupation but may not be promoted beyond the journeyman level or placed in supervisory or managerial positions.
Employees in an occupation that requires a licensure/certification/ registration only at higher grade levels must meet the licensure/ certification/registration requirement before they can be promoted to those higher grade levels.
Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed on a temporary or permanent basis until they fully meet the basic requirements of the standard.
Employees who are converted to title 38 hybrid status under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of re-entry to the occupation.
Employees initially grandfathered into this occupation who subsequently obtain additional education and/or licensure/certification/registration that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation.
Grade Determinations: In addition to the basic requirements for appointment, candidates must meet the following criteria:
For the GS-08 Level, Experience: One (1) year of experience at the next lower grade (GS-07). Examples of specialized experience would typically include, but are not limited to: working autonomously using independent judgement to perform a full range of duties, troubleshoot operational problems and refer for appropriate action, mentoring and training lower graded pharmacy technicians in the practice setting, assisting advanced/ specialized pharmacy technicians and participating in performance improvement initiatives, inputting prescriptions and medication orders according to the computerized prescription process.
In addition to the experience above, the candidate must demonstrate the following Knowledge, Skills, and Abilities:
Comprehensive knowledge of concepts, principles, methodology and policies in a specialized area or section of pharmacy (such as sterile compounding, controlled substances, automation, clinical pharmacy, contact center, etc.) Note: See Specialized Area.in the Definitions Section.
Skill in training and orienting new and existing pharmacy facility employees and students on proper policies and procedures.
Ability to evaluate, analyze and coordinate workflow and work activities within a specialized area or section of the pharmacy.
Preferred Experience: Community Care Experience.

Physical Requirements: The work requires regular and recurring physical exertion, involving standing or sitting for prolonged periods of time, typing, walking distances within the medical center, lifting/ carrying (up to 40 pounds) of pharmaceutical supplies, and bending/stooping/stretching.
