The primary purpose of this position is: to serve as Disability Program Manager (DPM) performing a range of functions to facilitate and support continued employment of people with disabilities (PWD) at Scott AFB.

Duties

REASONABLE ACCOMMODATION PROGRAM MANAGEMENT SPECIALIST. DISABILITY PROGRAM ADVANCEMENT. PERFORMS DATA ANALYTICS, SPECIAL INITIATIVES, STUDIES, AND PROJECT RESPONSIBILITIES. PROVIDES GUIDANCE.

  • This is a TERM position not to exceed 2 Years

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes (1) knowledge of Federal affirmative employment laws, Executive Orders, philosophy, concepts, principles, methods, practices, programs and techniques sufficient to accomplish a wide range of complex, interrelated activities; (2) knowledge of Affirmative Employment Program, causes and effects of discrimination, Equal Employment Opportunity regulations, reasonable accommodation obligations and procedures, and federal laws, regulation, and policies that protect people from discrimination and promote equal employment opportunities; (3) knowledge of Human Resources (HR) polices, practices, and processes in order to collaborate with HR organizations to effectively incorporate and advance diversity and inclusion goals and objectives into the fabric of the organization and all aspects of the employee life cycle. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range concepts, principles, methods and techniques of fact-finding, analysis, and resolution of complex problems and the development of concrete action plans to solve of disability and reasonable accommodation problems and make technical recommendations for resolution. Knowledge of in-depth research methods, information-gathering techniques, and analytical techniques sufficient to locate, interpret, and analyze for applicability and appropriateness, precedent and substantive decisions, and/or legal opinions that various courts and administrative bodies have rendered. Knowledge of conflict resolution techniques sufficient to interact in highly charged, emotional situations which arise due to delicate or highly contested case matters and determinations. Ability to establish effective working relationships with managers, supervisors, specialists, employees, and military members and persons outside of the agency such as community organization representatives. Ability to communicate with others, both orally and in writing, sufficient to formulate and present arguments, prepare cases documents and gain cooperation from others through tact, courtesy and diplomacy. Knowledge of strategic planning analysis for assessing and improving diversity programs, policies, and outreach. Knowledge of federal laws, regulations, and policies that protect individuals with disabilities from discrimination in all employment practices and procedures; be familiar with appointing authorities to hire individuals with disabilities, including Schedule A (29 CFR § 213.3102(u)). Ability to analyze, plan, adjust and synchronize work efforts/operations of to meet program requirements and objectives within available resources. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
