This position is with the Natural Resources Conservation Service in Palmer, Alaska. There are Return Rights/Tour Renewal Travel if selectee is a current federal employee and is hired from the 48 contiguous states. See additional information for more text.
The incumbent serves as a Hydrologist serving as the State's Data Collection Officer (DCO), responsible for operations and data collection for the SNOTEL network.
Duties
Leads in the preparation of water supply forecasts for Alaska. Selects, calibrates, and implements appropriate operational water supply streamflow forecast models and provides supporting documentation.
Advances water supply forecasting techniques, including attention to data forcings, impacts of climate anomalies, verification, and general knowledge of hydrologic modeling.
Makes significant technical and scientific recommendations and decisions for the Snow Survey Program. Participates in agency working groups to address technical, data, reporting, and/or scientific concerns.
Exercises considerable initiative and resourcefulness in carrying out related assignments to completion.
Collaborates with other professionals involved in hydrologic forecasting and the hydroclimatic data community. Represents the agency in technical forums.
Delivers detailed scientific knowledge, design specifications, and user requirements for software applications and/or technical scientific agreements for hydrologic forecasting, hydroclimatic data analyses, and reporting.
Analyzes snow courses and SNOTEL networks to ensure that data collection is adequate for analytical needs.
Develops, modifies and maintains Land Use Agreements, Special Use Permits, reimbursable and other agreements necessary for site installation and maintenance.
Requirements

- Must possess and maintain a valid state motor vehicle operator's license for the type of vehicle(s) operated to perform the duties of this position.
- This is a time-limited appointment not to exceed 3 years with the possibility for extension of an additional 2 years upon approval.
- This position requires field work in areas where bears and other dangerous wildlife are common. Passing a course in bear safety and firearms handling skills on an annual basis, and legal ability to carry a firearm, are required for this position.
- Must maintain annual Firearms Certification and Bear Safety Training.
- This position is designated for random drug testing under Departmental Regulation DR 4430-7922-2 dated April 2011. This position must complete and pass Pre-Employment Drug Testing before entrance on duty (EOD).
- Incumbents of this position will be required to submit to a pre-employment or pre-assignment urinalysis to screen for illegal drug use and on an ongoing basis after appointment, as directed.
- In addition, the applicant will be notified that appointment to the position will be contingent upon a negative drug test result.
- The incumbent must pass an annual physical exam including a baseline treadmill cardiovascular stress test upon employment.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No Award or General Adjustment SF-50's will be accepted). Basic Education Requirement:
Degree: Must possess a bachelor's or higher degree in hydrology, physical or natural science, or applied basic science that included at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. Coursework must have included at least 6 semester hours of calculus (including differential and integral) and 6 semester hours of physics. (Must provide transcripts.)
OR
Must possess a combination of education and experience: at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. The course work must have included at least 6 semester hours in calculus (including both differential and integral calculus), and at least 6 semester hours in physics. Calculus and physics, as described above, are requirements for all grade levels, plus appropriate experience or additional education. (Must provide transcripts.)
In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered:
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying:
Specialized Experience at the GS-12: Must have at least one full-time year (12-months) of specialized work experience equivalent to the GS-11 grade level in the Federal service that includes: Collecting, evaluating and analyzing data for hydrologic investigations; Evaluating data to make recommendations related to water supply forecasting efforts; Utilizing knowledge of hydrology, streamflow forecasting techniques, statistics, and general Western water use and irrigation management.; and Interpreting complex hydrologic principles to internal and external customers of various professional levels.
