The Primary purpose of this position is to exercising second level supervisory and managerial authorities over a layer of subordinate supervisors for 15 Air Force, Intelligence and Cyber Operations Directorate. To serve as the Deputy Director of Communications for the Intelligence and Communications Directorate (A2A6), Headquarters Fifteenth Air Force (15 AF).
Duties
Plans, organizes, and oversees the activities of the 15 Air Force, Intelligence and Cyber Operations Directorate.
Exercises supervisory personnel management responsibilities.
Represents 15 AF A2A6 with a variety of installation and functional area organizations.
Develops and employs procedures that permit periodic analysis of work, output quality and timeliness, functional capability and responsiveness, and leads process improvement and innovation initiatives.
Responsible for directing current and future financial, budget, acquisition, and contract activities for the directorate, including contracts, travel, sustainment funding, and procurement.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.

- Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information,
- (CONT) or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
- Recall to duty may be required of this position.
- The duty of this position meets all requirements as a cat 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively.
- (CONT) This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve").
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
- (CONT) Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
- A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement
- This position is Centrally Managed by the Cyber Space and Information Technology Career Field Team.
Qualifications
In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Standard for Administrative and Management Positions
Specialized Experience: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems which includes: Applying a wide range of telecommunications/information technology theories, principles, and practices including extensive management experience in a broad range of communication systems from base level networks up to highly complex information technology systems; Implementing command-wide, long range communications and information budgets, planning, reengineering, systems development, force readiness certification and innovation activities including those that support major military operations and weapon system; Collaborates with experts on new or advanced communications and computer systems and applies state-of-the-art communications computer engineering skills and knowledge to orchestrate introduction of those systems into current and future tactical, operational, and strategic military operations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of telecommunications/information technology theories, principles, and practices. Extensive management experience in a broad range of communication systems from base level networks up to highly complex information technology systems.
2. Ability to communicate both orally and in writing, as well as work with a variety of people and organizations. Must also be able to negotiate, develop consensus, and build coalitions to achieve objectives and resolve conflicts.
3. Ability to plan, organize, develop, inspire, direct the functions, mentor, motivate, empower members to manage programs, and appraise the staff through subordinate supervisors, as well as and achieve the desired results.
4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
5. Ability to proactively adapt to changing conditions of rapid technological change, to make accurate and timely decisions affecting real-world, contingency and war fighting operations under tight deadlines, policy, and operational constraints and restraints.
6. Envision future management and organizational conditions, perform long-range analysis of future instrumentation and communications-computer system modernization requirements; formulate polices, and procedures to ensure orderly development and life-cycle management of information technology systems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
