The primary purpose of this position is to serve as a senior Information Technology (IT) Cybersecurity Specialist, providing system monitoring and analysis; creating system policies to enforce security objectives; and advising senior management regarding risk levels and security posture.

Duties

Plans, organizes, and manages activities to ensure organization IT and communications systems comply with legal and regulatory requirements. Assesses policy needs and develops policy and procedures governing IT activities. Analyzes complex operational processes and/or a variety of unusual problems, questions, or conditions relative to develop and employ information systems and processes in order to support related mission activities. Represents the organization at conferences and meetings and presents briefings.

• Information Assurance Certification is a condition of employment. This position includes information awareness (IA) work as a paramount duty requirement. Failure to receive the proper IA certification may result in removal from this position.
• Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of the six-month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for the Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ EDUCATION: Ph.D. or equivalent Doctoral degree OR 3 full years of progressively higher level graduate education leading to such a Ph.D. or equivalent Doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. (NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS) OR EXPERIENCE: Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND have at least one (1) year of specialized experience at the next lower grade GS-09 or equivalent in other pay systems. Examples of specialized experience includes: Applying a broad range of IT cybersecurity principles, concepts, and methods to investigate, analyze, and respond to cyber incidents within a computer network environment or enclave; Utilizing IT security principles, policies, products and services to assess risk factors and advise on vulnerability to attacks and the procedures/methods for protecting systems and applications; Implementing methods, techniques, and processes for the integration and optimization of system components, infrastructure requirements, and test/evaluation methods to install and operate large and complex network programs and provide technical guidance to others; and Developing IT policies/plans and assessing the impact of changed policy and emerging technology on the organization's current IT plans and programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a broad range of IT cybersecurity principles, concepts, and methods to investigate, analyze, and respond to cyber incidents within a computer network environment or enclave. Knowledge of IT security principles, policies, products and services to assess risk factors and advise on vulnerability to attack from a variety of sources (e.g. destructive programs/applications/viruses, unauthorized access, disruption of services, espionage) and procedures and methods for protection of systems and applications. Knowledge of complex configuration management techniques, and requirements appropriate to managing base level network systems. Knowledge of the principles, methods, and practices for integrating information system components sufficient to plan, coordinate, and administer computer systems, and optimize system performance. Knowledge of a full range of network systems (LAN/WAN) design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements. Skill to develop IT policies and plans and to assess impact of changed policy and emerging technology on the organization's current IT plans and programs. Ability to communicate effectively, both orally and in writing. Ability to serve as a team leader or member of special projects and to coordinate and document the work of the team. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
