This position serves as a Program Manager for the WMC Workforce Solutions. Workforce Recruitment and Retention Services (WRRS) Scholarships and Clinical Education (S&CE) team and is responsible for administrative, technical, program management, and supervisory functions for all aspects of the new national scholarship programs - day-to-day operations of scholarship programs, budget and waiver requests and centralized student scholarship programs.
Duties

Duties will include:
Providing overall leadership and direction for assigned national student scholarship programs and overseeing planning, implementation, and management of those student programs within Veterans Health Administration.
Providing overall management of assigned national programs including daily communication with various customers at all levels of the organization, chartering groups and arranging meetings, collecting and analyzing data, formulating and implementing program improvement activities, and assisting in survey administration and manage funds.
Developing and administering assigned national student scholarship program regulations policies; evaluating assigned national student scholarship programs and implementing changes as needed for improvement.
Participating in strategic planning at the administration level regarding student employment programming.
Preparing responses at the request of Congressional Staff Offices related to program area and annual and supplemental requests for funding and decision documents for appropriate central office approval, Office of Finance and OMB.
Collecting and analyzing data to determine funding needs for program support and identify additional disciplines to include in legislative proposals and determining cost-effectiveness of educational assistance opportunities.
Serving as a national technical expert on the laws, regulations and policy that govern the operation of VIOMPSP/HPSP Programs. Providing expert analysis and advice on agency-wide programs.
Creating and justifying annual budget of programs along with management of received funds.
Developing new program policy/guidelines, instructional methods, materials, etc. to support the new programs to meet Administration recruitment needs.
Ensuring students are knowledgeable about qualification requirements and hiring practices within VA and are linked to employment opportunities and developing techniques to communicate regularly with students to educate them about the VA system, Federal hiring practices, VACareers, applicant tracking system and other VA resources that will help them prepare for employment.
Providing expert advice and recommendations to top management. Utilizes VHA databases and tracking systems to monitor student progression, conversion and attrition (e.g. Education Systems Database, ProClarity, Applicant Tracking System, VSSC resources).
Assisting in the initiation of studies to analyze the needs of the organization.
Performing the full range of supervisory duties.
Work Schedule: Monday-Friday, 8:00 a.m.-4:30 p.m.; or as negotiated
Compressed/Flexible: This position may be authorized for a compressed/flexible work schedule.
Telework: VA supports the use of telework as to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework up to 50% only (5 days per pay period). Telework eligibility will be discussed during the interview process.
Virtual: This position may be filled virtually. However, the selectee will be required to report to either a VA Facility, Agency/VA approved leased space, or any Federal building designated by VA and is authorized for telework up to 50%.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/30/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-14 Qualifications
Specialized Experience: 1 year of Specialized Experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization.
NOTE: To be minimally qualified for this position, you must meet 4 of the 6 examples of specialized experience listed below. Specialized experience is:
Developing and administering a national student scholarship program regulations and policies.
Serving as a National Technical Expert or providing guidance on the laws, regulations and policy that govern the operation of VIOMPSP/HPSP Programs.
Implementing federal statute, regulations, policy, and the development of operating procedures for national programs used to recruit and retain critical clinical occupations.
Managing the operations of the national scholarship programs offered to non-VA and VA employees, including managing a budget, and managing vendor relationships.
Knowledge of the legislative and regulatory process to prepare program regulations for public comment, and to draft legislative proposals.
Developing management reviews and studies, long-range program plans, budget allocations, goals, objectives and milestones, and evaluating the effectiveness of programs conducted nationally.
