This position is located in the Georgetown/Seguin Area Office under Texas State Office, USDA -Rural Development. This position serves as a key member of the State Director's staff participating in planning, development and implementation of rural development and assistance programs. As supervisor, provides administrative and technical guidance to a group of offices responsible for administering RD programs. Remote/Virtual Position: NO .

Duties

Directly supervises specialists and technicians in area offices to establish priorities, performance and work assignments. Provides leadership in implementing community development principles of RD mission to ensure service delivery in rural America. Provides input for State Strategic plan to meet needs of service delivery. Plans, directs and coordinates Business, Community and Housing Program operations for assigned areas, including credit counseling, application, servicing loans and grants and commercial credit analysis. Leads marketing efforts to promote programs and service of Rural Development.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level). Time in grade requirements must be met by the closing date of this announcement. Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level (GS12); or its non-Federal equivalent that demonstrates experience that demonstrates experience in planning, developing and implementing all various loan assistance programs; experience formulating objectives and allocating resources to effectively implement loans and grants in business and industry, cooperatives, single-family housing, and/or community facility. Experience performing administrative and/or technical supervision or similar work. There is no substitution of education for experience at the GS-13 level. NOTE: To be considered for this position, you must meet all qualification and eligibility requirements for the GS-1165 series set forth in the Office of Personnel Management (OPM) Qualification Standards by the closing date of the announcement.
