Duties

Manages programs and projects related to the terrestrial wildlife ecosystems of the park and human-wildlife conflict (Keep Wildlife Wild Program). Focus is on birds such as northern spotted owl and marbled murrelet; mammals including black bears, subalpine and alpine species; and invertebrates. Conducts investigations, inventory, and monitoring of the park's terrestrial wildlife resources, associated ecosystem components, and ecological processes to understand the status, distribution, abundance and habitat requirements of terrestrial fauna, and the impacts of current and emerging internal/external threats of climate change, invasive species, disease, and human-wildlife interactions. Provides oversight, input, or interpretation of laws, rules, regulations, or policies such as the National Environmental Protection Act, the Endangered Species Act, and NPS Management Policies, and participates in park planning and compliance activities to evaluate potential impacts to terrestrial wildlife and their ecosystems. Develops and maintains effective working relationships with stakeholders, partners, tribes, educational institutions, agencies, and the public. Supervise one permanent Biological Science Technician and up to six seasonal Biological Science Technicians. Physical Demands: The position may require strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects (up to 50 pounds). Some activities will occur in physically dangerous areas or settings. Documentary research and report writing work is sedentary, which entails the ability to concentrate and write for long periods of time. Working Conditions: Work is performed both indoors and outdoors in all types of weather. Assignments may be performed in potentially hazardous areas including steep slopes, rocky terrain, volcanoes, caves, fire lines, arctic environments, swamps, deserts, and forests. Flying in fixed-wing aircraft and helicopters is possible.

All qualifications must be met by the closing date of this announcement-09/06/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. To qualify for this position, you must meet BOTH the Basic Requirement and one of the Minimum Qualification Requirements as listed below. BASIC REQUIREMENT - You must meet the following basic requirement: EDUCATION: Successfully completed a degree in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences. You must include transcripts. -AND- To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: participating in wildlife ecology and resource studies; applying applicable policy, law, and regulations to implementing natural resource programs to manage wildlife on local, state, federal, or private conservation lands; conducting field studies to collect data and information for development or implementation of management plans; conducting field monitoring to assess conditions and trends of terrestrial mammals, birds and other animals; working with local, state, and federal partners along with scientists and conservation organizations to coordinate efforts, experience participating in implementing management plans for conservation of terrestrial wildlife ecosystems. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a field directly related to the work of the position, such as wildlife ecology, population ecology, landscape ecology, forest ecology, or ecology. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. To combine education and experience, first take the amount of completed qualifying doctoral level education and convert it to a percentage of the total educational requirement. NOTE: Only the graduate education in excess of 36 semester hours or 54 quarter hours or the equivalent may be creditable when combining. Then take the number of months of full time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
