This position is a Rangeland Management Specialist, GS-0454-9/11, or Wildlife Refuge Specialist, GS-0485-9/11, working for either of the below programs:
Lostwood National Wildlife Refuge
J. Clark Salyer National Wildlife Refuge
Chase Lake National Wildlife Refuge
Sand Lake National Wildlife Refuge

Duties
As a Rangeland Management Specialist or Wildlife Refuge Specialist, your duties will include but are not limited to the following:
Provides advice on monitoring rangeland health and restoration techniques and proposes management actions needed to achieve desired vegetative conditions and minimize the spread of invasive species.
Implements land and wetland use programs or management techniques designed to improve wildlife habitat such as invasive species control, weed control, seeding, haying, and any other practices resulting in increased benefits to migratory birds and other wildlife.
Serves as a land manager responsible for both fee title and easement lands managed by the National Wildlife Refuge System as well as providing technical expertise to private landowners.
Provides input to the development of a variety of information such as brochures, interpretive panels/exhibits, and websites.

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.
Basic Requirement 0454 Occupational Series:
Degree: range management; or a related discipline that included at least 42 semester hours in a combination of the plant, animal, and soil sciences, and natural resources management, as follows: - Range Management -- At least 18 semester hours of course work in range management, including courses in such areas as basic principles of range management, range plants, range ecology, range inventories and studies, range improvements, and ranch or rangeland planning. AND - Directly Related Plant, Animal, and Soil Sciences -- At least 15 semester hours of directly related courses in the plant, animal, and soil sciences, including at least one course in each of these three scientific areas, i.e., plant, animal, and soil sciences. Courses in such areas as plant taxonomy, plant physiology, plant ecology, animal nutrition, livestock production, and soil morphology or soil classification are acceptable. AND - Related Resource Management Studies -- At least 9 semester hours of course work in related resource management subjects, including courses in such areas as wildlife management, watershed management, natural resource or agricultural economics, forestry, agronomy, forages, and outdoor recreation management. Combination of education and experience: at least 42 semester hours of course work in the combination of plant, animal, and soil sciences and natural resources management shown in A above, plus appropriate experience or additional education. NOTE: Transcripts are required and your resume must contain sufficient detail at this level of work, e.g., begin/end dates, hours worked per week, duties performed, etc. for each timeframe for consideration.
Basic Requirement 0485 Occupational Series:
A degree in: zoology, wildlife management, or an appropriate field of biology that included at least 9 semester hours in zoology; 6 semester hours in such wildlife courses as mammalogy, ornithology, animal ecology, or wildlife management; and 3 semester hours in botany, and 3 semester hours in conservation biology. NOTE: Transcripts are required. OR
A combination of education and experience: courses equivalent to a major in one of the fields described in A above that included at least 9 semester hours in zoology; 6 semester hours in such wildlife courses as mammalogy, ornithology, animal ecology, or wildlife management; and 3 semester hours in botany, and 3 semester hours in conservation biology, plus appropriate experience or additional education. NOTE: Transcripts are required and your resume must contain sufficient detail at this level of work, e.g., begin/end dates, hours worked per week, duties performed, etc. for each timeframe for consideration. OR
Previously occupied a position in the GS-0485 series prior to December 3, 2010 and meet the basic education requirement of the previous qualification standard. Previous standard: bachelor or higher degree with major in zoology, wildlife management, or an appropriate field of biology, that includes 9 semester hours in zoology; 6 semester hours in wildlife; and 9 semester hours in botany. I am submitting a copy of my SF-50 (Personnel Action), dated prior to Dec 3, 2010, showing that I held a position in the GS-0485 series. NOTE: Transcripts required.
Minimum Qualification [GS-09]
1 year of specialized experience equivalent to at least the GS-07 grade level in the Federal service. Specialized experience may include: 1) Plan and implement habitat management; 2) Participate in land acquisition programs; 3) Coordinate with various stakeholders including permittees and private landowners; 4) Procure supplies, services, and equipment; 5) Schedule operations and maintenance projects such as repair of equipment, buildings, roads, trails, fences, water control structures, and levees; 6) Assist in the development of habitat conservation or rangeland management plans. OR
2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in a discipline related to the position. OR
A combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement
Minimum Qualification [GS-11]
1 year of specialized experience equivalent to at least the GS-09 grade level in the Federal service. Specialized experience may include: 1) Managing Public Lands and conservation easement lands programs; 2) Managing a grassland and wetland easement program through acquisition, monitoring, and administration; 3) Administering Special Use Permits and Cooperative Agricultural Agreements with farmers and ranchers to implement habitat management through grazing, haying, prescribed fire and farming while insuring compliance with organizational regulations, permit special conditions, scheduling and timetables, payments, etc; 4) Developing rangeland management plans to improve overall range condition and minimize invasive species; 5) Providing guidance and assistance to landowners and organizational office staff, on the identification of resource concerns on rangelands; 6) Providing information relative to various rangeland plants, their respective role and response to habitat management treatments. OR
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a discipline related to the position. OR
A combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.
PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
