You will serve as a in the Supvr. General Engineer/Architect in the Facilities Engineering and Acquisition Division, of NAV FACILITIES ENGINEERING COMMAND SE. Duties

You will oversee immediate and long range workload and workforce forecasting and staffing levels to ensure appropriate allocation and resources. You will direct the construction or repair of all facilities at an organization. You will mentor employees in the area of project management ensuring performance, cost, and schedule metrics are met. You will direct large-scale construction projects with many and different types of contractual work being performed simultaneously. You will manage design and construction projects to ensure the structure, systems, functions, and performance adhere to pre-established standards and requirements. You will assign architect-engineer work to junior employees based on priorities, difficulty of assignments, and the capabilities of employees.

Qualifications

This position has a Selective Placement Factor (SPF) which is current registration as a Professional Engineer (PE) or Architect (RA) in any state, District of Columbia, Guam or Puerto Rico. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Managing overall requirements in administering construction contracts in developing project scopes, cost estimates, and/or design builds/request for proposals; 2) Providing subject matter expert-level guidance to engineers, architects and technicians on architectural and engineering methods during the design and construction period of project (i.e, acquisitions strategies, pre-construction conferences, constructability reviews); 3) Monitoring quality assurance and safety compliance with plans and specifications; and 4) Evaluating facility construction workload against critical priorities to develop creative, technically sound solutions to problems not remedied by standard, pre-defined processes. Education

For the 0801 series: Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
A. Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

B. Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. You have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. Your curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities
