Duties
The U.S. Geological Survey (USGS) serves as a national catalyst to organize and distribute biological, hydrological, geological, and geographical information and address the specific needs of the Department of the Interior and its land and resource managers. The USGS is the Nation's largest water, earth, biological science and civilian mapping agency, working in cooperation with more than 2,000 organizations across the country with numerous international communities to provide reliable, impartial, scientific information to resource managers, planners, and other customers and partners.
Science Analytics and Synthesis (SAS) is a key component within the Core Science System Mission Area. SAS emphasizes an analysis and synthesis approach to providing scientific information on Earth systems, including focus a on science data lifecycle . We strive to accelerate research and decision making through data science, information delivery, advanced scientific computing, and biogeographic science. SAS is comprised of Business and Technical Services, Advanced Research Computing (ARC), Biogeographic Science, Science Data Management (SDM), and the USGS Library.
The USGS Library, authorized by Congress in 1879, is recognized as one of the world's largest Earth and natural science libraries providing services, collections, and expertise essential to the USGS mission. Our librarians facilitate research by ensuring seamless access to the literature of the earth and natural sciences - anytime, anywhere.
SAS Science Data Management provides Bureau-wide leadership to optimize and share USGS science data, share effective management practices, and support various data workflows and repository functions. Our data scientists and information managers partner with discipline scientists to ensure USGS science is findable, accessible, interoperable, and reusable for future generations.
Advanced Research Computing (ARC) provides training, consulting, and access to high performance computing resources, . Working side-by-side with researchers, our computer scientists and research facilitators help to expand the scope and scale of scientific discovery and expedite the delivery of science products to stakeholders.
SAS Biogeographic Science focuses on understanding and characterizing terrestrial, aquatic, and marine species, and ecosystems through development, maintenance, and integration of a suite of synthesized data systems used to conduct biodiversity assessments at regional to national scales. Our biologists, ecologists, and geographers conduct applied research on species, their habitats, threats, and protections to inform management of species, lands, and waters.
Business and Technical Services supports the information technology, finance, and administrative needs for the organization.

As an Interdisciplinary Biologist/Physical Scientist (Data Manager) within Science Analytics and Synthesis, Science Data Management Branch, some of your specific duties will include:
Provide data management policy guidance and technical support.
Ensure preservation of scientific data, metadata, software, and applicable records.
Coordinate work with regional, and national science staff along with outside collaborators.
Provide senior data manager technical expertise, leadership, management, communications and execution.
Enterprise data management application/product ownership.
Physical Demands: The work is usually sedentary but may include lifting of light office objects. Occasional travel is required for training, meetings, conferences, or to the field.
Work Environment: The work is generally performed in an office environment that is adequately lighted, heated, and ventilated. Some travel may be required.
Qualifications
For GS-0401:
BASIC EDUCATION REQUIREMENT: Applicants must meet A or B below to satisfy the basic education requirement for Biologist, all grade levels.
A. Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. *OR* B. Combination of education and experience--courses equivalent to a major, as shown in A above (24 semester hours or the equivalent in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position), plus appropriate experience and/or additional education for a total of 4 years. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above. For GS-1301:
BASIC EDUCATION REQUIREMENT: Applicants must meet A or B below to satisfy the basic education requirement for Physical Scientist, all grade levels.
A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in physical science, engineering, or mathematics that included 24 semester hours or the equivalent in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

B. A combination of education and experience--education equivalent to one of the majors shown in "A" above (24 semester hours or the equivalent in physical science, engineering, or mathematics) that included at least 24 semester hours or the equivalent in physical science and/or related engineering science as described above, plus appropriate experience and/or additional education for a total of 4 years. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above. For GS-13:
In addition to the basic education requirement as stated above, applicants must meet the following to qualify for the GS-13 level:
One year of appropriate professional experience that is in or directly related to the duties of the position to be filled is qualifying if it is equivalent to at least the GS-12 level in the Federal service, and if it equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of the position.
Examples of such experience may include: enterprise scientific data management tool product ownership, specifically experience and knowledge of the Asset Identifier Service and ScienceBase Data Release Tool, along with associated product owner experience such as defining product vision; prioritizing features; managing the development process; coordinating with cross-functional teams including Globus, ScienceBase, Publications Warehouse and Science Data Catalog; and executing the product roadmap. Additional USGS enterprise tools experience include the USGS Metadata Wizard, ScienceBase and the Globus platform as it applies to USGS ScienceBase Data Release processes. Further specialized experience examples include ability to provide oversite and guidance related to the ScienceBase Data Release process with knowledge and USGS policies intended to ensure adherence with USGS Fundamental Science Practices; designing, developing and implementing improvements to the ScienceBase Data Release workflows including repository submission and curation; and assisting USGS researchers and data managers in delivering complex scientific data at scale using ScienceBase and Globus.
The complexity of the aforementioned work examples typically requires leadership in strategic evaluation, application, and implementation of scientific data management and associated computation methods and techniques; the ability to plan and lead numerous efforts of substantial depth and/or breath; find solutions to data management related needs impacting large swaths of the USGS using novel techniques and methods; experience in providing advise, guidance, training and leadership to executive leaders, policy makers, researchers and support staff across the Bureau; and experience in USGS publishing and data release and doing so with wide latitude and independent judgement as a leader and expert domain specialist, performing work of marked difficulty and responsibility.
