The primary purpose of this position is to provide cybersecurity expertise to USSPACECOM with regards to risk management framework, conducting cybersecurity assessments, and managing cybersecurity programs.

Duties

Serves as a cybersecurity technical expert, develops and implements the Cybersecurity Risk Management Framework for conducting cybersecurity risk assessments. Serves as technical expert and lead for policy, guidance, and technical requirements for cybersecurity risk assessments. Represents USSPACECOM at cybersecurity forums and exercises, and high level working groups, visits, and professional symposiums and conferences regarding space systems cybersecurity.

  • Position is special-sensitive (SS), employee must obtain/maintain a Top Secret (TS) security clearance and be eligible for access to Sensitive Compartmented Information, SS information, or involvement in TS Special Access Programs to perform duties.
  • A non-disclosure agreement must be signed.
  • The employee may be required to work uncommon tour of duty hours including evenings, weekends, and/or holidays. Overtime may be required.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • Position designated a Testing Designated Position under the Air Force Civilian Drug Testing Program. Incumbent must refrain from the use of illegal drugs and misuse of prescription meds, and if requested, submit to urinalysis testing on short notice.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, USSPACECOM, national security, and public safety.
  • Incumbent must have minimum certification and education required to meet standards outlined in DoD 8140.03, Cyberspace Workforce Qualification And Management Program for the applicable cyber codes. Failure to comply may result in removal.
  • Applicable cyber codes are namely: 722 - Information Systems Security Manager, 802 - IT Project Manager and 805 - IT Program Auditor.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ EXPERIENCE: Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND have at least one (1) year of specialized experience at the next lower grade NH-02 (GS-11) or equivalent in other pay systems. Examples of specialized experience include: Utilizing space systems architecture and related concepts, principles, and practices to conduct cybersecurity risk assessments, analyze and develop recommendations to improve the space systems enterprise cybersecurity environment, and to develop and interpret space domain policies, procedures, and strategies governing DoD space system cybersecurity; Applying IT security concepts, principles, and practices to develop solutions to complex cybersecurity issues, design and implement DoD-wide space system cybersecurity assessments, and evaluate cybersecurity impacts within both existing DoD environments and emerging information technologies; and Developing plans and techniques to improve programs and policies, establish precedents in application of problem-solving techniques to enhance existing processes, and anticipate problems and develop sound solutions and action plans to ensure program/mission accomplishment. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Advanced knowledge of space systems architecture and related concepts, principles, and practices sufficient to conduct cybersecurity risk assessments; analyze and develop recommendations to improve the space systems enterprise cybersecurity environment; and to develop and interpret space domain policies, procedures, and strategies governing DoD space system cybersecurity. Demonstrated knowledge of IT security concepts, principles, and practices sufficient to develop solutions to complex cybersecurity issues, to design and implement DoD-wide space system cybersecurity assessments; and to evaluate cybersecurity impacts within both existing DoD environments and emerging information technologies. Extensive knowledge of current DoD computer network defense framework; space system network and information system operations; and DoD computer security policies, procedures, and directives related to the protection of the Space Domain Enterprise. Skill to develop plans and techniques to fit new situations to improve overall program and policies; and establish precedents in application of problem solving techniques to enhance existing processes. Ability to anticipates problems and develop sound solutions and action plans to ensure program/mission accomplishment. Ability to design, conduct, and coordinate comprehensive cybersecurity risk assessments; to ensure rigorous application of cybersecurity policies, technical guidance, and practices to all components of the architecture; and to prepare recommendations to resolve critical cybersecurity issues regarding Space Domain systems. Ability to plan, organize, and direct complex projects, leading small groups of subject matter experts, resulting in problem resolution. Ability to communicate concisely both orally and in writing. Knowledge of cybersecurity principles, operational impacts of cybersecurity lapses and organizational requirements (relevant to confidentiality, integrity, availability, authentication, non-repudiation). Knowledge of risk management processes (e.g., methods for assessing and mitigating risk). PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
