As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding.The position is located in the Air Traffic Organization (ATO) System Operations, Air Traffic Control System Command Center, Space Operations Group (AJR-1800)

Duties

The position is located in the Air Traffic Organization (ATO) System Operations, NAS Operations Directorate, Air Traffic Control System Command Center, Space Operations Group (AJR-1800). The Space Operations group provides real-time support to launch and reentry activities, hazard area analysis, NAS impact analysis, and post operations analysis. As the Program Manager, the employee will apply an in-depth knowledge of program and project management principles. Directs and manages a subordinate staff of highly technical specialists and interns as well as ad hoc multidisciplinary teams responsible for supporting the real time management and integration of commercial launch, reentry, and site operations into the National Airspace System (NAS). This is a major national program designed to move from a segregated to an integrated launch and reentry operational regime, and to implement procedural and process changes. Work directly impacts the ATO, Federal Aviation Administration (FAA), and the safety of the NAS.

Requirements

  • US Citizenship is required.
  • Selective Service Registration is required for males born after 12/31/1959.
  • Must submit an SF50 (See Required Documents).
  • A recent SF-50 is required (See Required Documents for requirements)
  • Successful completion of a security investigation will be required

Qualifications

To qualify for this position, candidates must demonstrate 1 year (52 weeks) of Specialized Experience equivalent to FV-J, FG/GS-14. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of this position. To be creditable, Specialized Experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.SPECIALIZED EXPERIENCE is defined as experience which is in or related to the line of work of the position to be filled and has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience for this position includes:Experience applying project/program management principles to analyze, interpret and communicate funding and performance metric information.

Applies project/program management principles to analyze, interpret and communicate funding and performance metric information to enhance business acumen and to recommend solutions to meet ATO support needs. Cultivates positive relations and professional partnerships with internal and external customers to maintain open lines of communication and provide detailed program support for the budget formulation process and/or acquisition management. Develops and approves solutions to current and anticipated problems which cross organizational lines and disciplines and anticipates problems which cross organizational lines and disciplines. May participate in developing solutions to FAA-wide problems.


Contacts are routinely internal and external to the ATC. Internal contacts are with subordinates, peers, and higher-level management to discuss the statuses and results of projects/programs and plan for the future. Represents AJR, the ATO, or the FAA externally as a primary point of contact for policies/ procedures or other project/program purposes, as needed. Has the authority, within guidelines, to make commitments for AJR, to establish new policies/procedures, and to make exceptions.


Work is typically governed by established policies, procedures and mission objectives, which leave considerable room for discretion. The Group Manager typically reviews individual and organizational performance on a periodic basis through organizational performance measures to determine success in achieving planned results. Ensures the alignment of all projects/programs with the tactical and strategic (short-term and long-term objectives) of the ATO.
