The primary purpose of this position is to represent operations to the wing commander in generation of operational forces; ensures the wing units can perform tasked missions to achieve effects given by headquarters directives including execution of deliberate and crisis action planning in concert with other agencies supporting deployments and base support coordination.
Duties
Serves as the primary focal point for planning, organizing, and executing the wing commander's support to Service, joint and combined exercises, and operations.
Manage Air Force Generation requirements and Global Force Management equities for assigned units.
Monitor wing flying, scheduling, and training regimens to develop and maintain an ongoing operational framework that enables development of decision points for mission planning.
Manage wing level training and readiness equities to include training development, exercise allocation, simulation development, and readiness oversight across forces in accordance with National Defense Strategy priorities and guidance.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standards for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes planning, developing, and improving critical plans and programs for conducting major operations such as war, mobilization, contingency operations, manning, training, equipment, and logistics; exercise planning, contingency plans, and execution of operations and assessments to assess the efficiency and effectiveness of operations, and recognize discrepancies for resolution; and modify established approaches, methods or procedures to improve data gathering and analysis techniques. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of joint multi-domain warfighting across the continuum of competition and conflict, knowledge of emergent and standing Department of Defense, Joint, and Air Force doctrine and policy. Knowledge of deliberate planning, specifically the Joint Planning Process execution starting from planning initiation up to and including orders generation. Knowledge of current, developmental, and experimental battle management and command and control operational concepts and tactics, techniques and procedures supporting National Defense Strategy objectives.
Skill in oral and written communications. Mastery of product development (briefing white papers, talking papers), oratory skills, confident leading teams - laterally and vertically - from squadron and up to the MAJCOM level. Able to meed commander's intent with limited guidance and follow up.
Advanced knowledge of the battle management and command and control combat mission systems required at the operational and tactical level. Technical expertise of said mission systems and processes desired with a foundational understanding at the operator level. Military aviation background (flight planning, mission planning, combat employment expertise) required to meet wing mission needs. Comfortable with complexity and of sound judgement.
Knowledge of Department of Defense and Joint organizational structures, with special emphasis on joint and Air Force command relationships. Expertise in contingency planning with a background at the component or command level. Understands force flow requirement to posture forces to meet mission deployment timelines.
Ability to gather facts, define assumptions and use effective analytical and evaluative methods to assess information, plan the sequence of actions necessary. Make sound decisions and solve a variety of complex problems. Synthesize and present relevant information to support effective decision making for all commanders within the organization.
Expert knowledge of military strategic and tactical concepts, principles, processes with the air domain.
Ability to react in a high stress environment to intense operations; make critical characterization judgements, formulate recommendations that may have major tactical impact/consequences; and transmit those recommendations to wing command and headquarters.
Work Environment: Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places. (Conference rooms or offices, commercial vehicles, etc.).
Other Significant Facts:
Prior command experience at the squadron level of an operational unit strongly desired, combat experience desired, staff experience at or above MAJCOM level strongly desired, advanced school graduate desired, education up to a master's degree desired, previous Advanced Studies Group graduate program preferred.
Position may be designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information, other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs to fully perform the duties of responsibilities of the position.
