This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Business and Technical Management Professional Career Path (NH).
About the Position: This ACQUISITION SPECIALIST position is assigned to the Program Executive Office Soldier Project Manager Soldier Warrior.
Duties
Provides advice, guidance, and assistance to the Project Manager Office (PMO) management concerning the contractual/ procurement aspects of highly complex, high monetary value, long-term acquisitions for major weapon systems.
Manages the complete acquisition program for designated major systems/equipment throughout the entire life cycle of assigned very complex systems.
Participate in long-term pre-award and/or post-award procurement actions.
Applies procurement principles and technical or program requirements to policies or programs.
Analyzes, evaluates, and reviews proposed and ongoing procurements and attendant programmatic issues for highly complex, high monetary value, long-term acquisitions for major weapons systems/programs.
Participates in developing long-range acquisition plans and acquisition strategy, method of solicitation, most suitable type of contract, projected lead-time, potential problems, etc.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent to maintain a Secret Security Clearance.
- One year trial/probationary period may be required.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Professional Certification within 36 months of entry on duty.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. NH-03: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as the following duties:1) Providing support as a Contracting Officer's Representative (COR) on multiple contracts, task orders, and delivery orders. 2) Providing recommendations on contracting approaches for small and large requirements; 3) Advising requirement owners on the most expeditious and appropriate methods of procurement and the contracting process; and, 4) Applying Acquisition Regulations such as the Federal Acquisition Regulation (FAR) and Acquisition Pathways to plan and manage the contract development process. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 or GS-11 equivalent.
NH-02 Specialized Experience: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. specialized experience is defined as: 1) Assisting with the coordination of contract management functions to include acquisition requirements package development and contract administration; 2) Problem solving and analysis in the management of contractual matters; AND 3) Assisting in executing contract/program related goals and advising program officials in procurement planning. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service NH-I. (GS04).

Education: I have a Master's degree or equivalent graduate degree obtained from an accredited business, secretarial or technical school, junior college, college or university.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of qualifying experience by 12. Then, divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.
To qualify based on Education and/or a combination of education and experience you must submit a copy of your transcripts. To qualify based on education alone, your transcripts MUST show a confer/award date.
