The primary purpose of this position is to To exercise technical and administrative supervision over subordinate workers in accomplishing trades and labor work for air freight loading and offloading. To serve as an Aerial Port Expeditor Load Director (APEX).

Duties

DUTY 1: Performs work planning responsibilities. Plans use of workers, equipment, facilities, and materials on a daily or weekly basis. DUTY 2: Performs work direction and administrative responsibilities. Assigns work to individuals and provides technical direction and/or help in accomplishing difficult work steps and processes. DUTY 3: Provides a work environment that is safe, secure, and free from all forms of discrimination, harassment, and retaliation. Supports the agency's EEO program through allocation of personnel to participate in community outreach and recruitment programs, ensures full cooperation of employees with EEO office officials. DUTY 4: Serves as an Aerial Port Expeditor (APEX) Load Director and oversees shift operations to on-load, off-load, and service aircraft. Accomplishes a wide range of pre-flight/post-flight duties required by the nature of the aircraft and its specialized mission. Performs duties as a basic load director, instructor or evaluator. DUTY 5: Operates gasoline, diesel, or electric vehicles. Operates a variety of heavy motor vehicles to include materials handling equipment used to load/unload cargo and forklifts.

Requirements

  • U.S. Citizenship Required. Males must be registered for Selective Service, see www.sss.gov. This position is subject to provisions of the DoD Priority Placement Program. Disclosure of Political Appointments.
  • This position requires Lead/supervisory duties. The work will require the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the position.
  • Employee must be able to obtain and maintain certification to operate general and special purpose vehicles/equipment assigned to the flight.
  • Position is subject to shift rotation and uncommon tour of duty and exposure to prevailing weather conditions. Emergency overtime may be required.

  • Environmental factors include: work performed in an outside environment with exposure to the elements (excessive heat; excessive cold; excessive noise, intermittent; dust and dirt; grease and oils; solvents such as degreasing agents;
  • slippery or uneven walking surfaces; working around machinery with moving parts; working around moving objects or vehicles; working closely with others and alone.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gunn control Act (Lautenberg Amendment) of 1968.
  • An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Must be able to work at elevated heights, up to 237” off the ground.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Must be able to obtain APEX certification on multiple types of aircraft and maintain currency.
  • Required to perform APEX Instructor and/or Evaluator duties. May be required to receive vaccinations as an occupational health precaution due to potential exposure to bio-medical hazards (i.e. blood born pathogens).
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Programs.
  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-6900, Warehousing and Stock Handling Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to do the work of an AIRCRAFT FREIGHT LOADER (MVO/FLO) SUPERVISOR without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of principles, processes, and techniques of trade(s) and/or craft(s) supervised and personnel management policies, practices, and procedures, including sexual harassment and Equal Employment Opportunity/Equal Employment Treatment. 2. Knowledge of cargo aircraft systems, configurations, equipment, emergency procedures, preflight inspection procedures, location of electrical power connections, circuit breakers, hydraulic operating system, and serviceability requirements. 3. Knowledge of cargo aircraft capacity and limitations, floor load restrictions, shoring, restraint requirements, use of load charts and graphs as applied in consideration of weight and balance factors during preparation of load plans to provide the optimum center of gravity throughout flight. 4. Knowledge of safety regulations, practices, and procedures. 5. Ability to plan and organize work assignments to include determining resources required to accomplish mission. 6. Ability to interpret and communicate technical orders and other published guidance PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
