THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is a GS-0201-09 HUMAN RESOURCES SPECIALIST (MILITARY) (TITLE 5), Position Description Number T5825300 and is part of the MO 131st Bomb Wing.
APPOINTMENT FACTORS: This is a Permanent Title 5 Excepted Service position. This is a non-bargaining unit position.
Duties
Manages the day-to-day operations of the military personnel function.
Prepares formal requests for filling vacancies and selects (or participates in the selection of) personnel from lists of eligibles.
Formulates and conducts training programs for assigned military personnel specialists and conducts informal training to broaden employee skills.
Receives formal grievances, resolving those that can be resolved at own level.
Maintains controls to ensure timely submission of Officer Performance Reports (OPRs).
Reviews computer products, special orders, and other source documents to ascertain when officer performance and training reports are required.
Maintains a suspense system to ensure timely receipt of OPRs from rating, additional rating, and endorsing officials.
Administers the officer promotions and airman promotion/demotion programs.
Prepares and processes officer promotion for Reserve Officer Personnel Management Act (ROPMA) recommendations.
Creates and coordinates promotion boards for unit vacancy.
Prepares and maintains official personnel folders as required.
Manages the Unit Manning Document (UMD) to assist Group Commander in Force Management.
Monitors and provides technical advice to members out processing for Basic Military Training, Technical School, and Temporary Duty Tours.
Conducts enlistments for new personnel and appointments for officers.
Prepares enlistment documents and such appointment documents as Emergency Data, Air Force Drug and Alcohol Abuse, Enlistment Contract, Conditional Release (if applicable), Life Insurance and Legal Residence.
Briefs new personnel on enlistment contract and obligations.
Serves as independent verification source concerning unsatisfactory participation in education and assistance cases.
Performs preliminary counseling as an integral part of the administrative discharge.
Conducts Retirement Briefing for retiring personnel and processes applications for retirement as required.
Performs other duties as assigned.
Requirements
- Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
- The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.
- United States Citizenship is required.
- Federal employment suitability as determined by a background investigation.
- Males born after 31 December 1959 must be registered for Selective Service.
- Participation in direct deposit is mandatory.
- Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established.
- Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
Qualifications
GENERAL EXPERIENCE: Must possess a validated understanding of the basic principles and concepts of the occupational series and grade that demonstrates skill in collecting and analyzing data effectively, efficiently, and accurately; ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication; ability to write English in reports and presentation formats; ability to communicate clearly and effectively; skill in presenting formal training presentations and briefings; ability to assess body language and perceive emotional and/or distress levels; and skill in applying procedures and directives by reading and interpreting program material.
GS-09 SPECIALIZED EXPERIENCE: Must possess at least one year of specialized experience at the GS 07 level or equivalent that demonstrates a thorough knowledge of and skill in applying fundamental civilian or military human resource management principles and practices; and providing technical expertise and guidance as well as management advisory services to resolve factual and procedural issues within a particular area of assignment using analytical and evaluative methods and techniques. The specialized experience must also demonstrate knowledge of the organizational structure and requirements to provide advice to commanders, unit administrators, and military members; ability to communicate effectively both orally and in writing, with individuals, supervisors and management; ability to manage the function of work to be performed; and experience leading, directing and assigning work of personnel.
Education
Must possess a high school diploma or general education development (GED) diploma.
An undergraduate degree from an accredited college/university is desired.
A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
