A SUPERVISORY QUALITY ASSURANCE SPECIALIST (METROLOGY), GS-1910-12, 1. Plans, organizes, and oversees the activities of the PMEL Lab. Develops goals and objectives that integrate organization and PMEL objectives. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements. Plans work for accomplishment by subordinate units, sets and adjusts short-term priorities, and prepares schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs. Provides subordinate supervisors and staff with direction and advice regarding policies, procedures, and guidelines. Reviews and structures organization to optimize use of resources and maximize efficiency and effectiveness of the organization. 2. Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher level management or headquarters. Selects candidates for subordinate non-supervisory positions and recommends selections for subordinate supervisory positions taking into consideration skills and qualifications, and mission requirements. Ensures reasonable equity among units of performance standards developed, modified, and/or interpreted and rating techniques developed by subordinate supervisors. Explains performance expectations to subordinate supervisors and employees directly supervised and provides regular feedback on strengths and weaknesses. Appraises performance of subordinate supervisors and other employees directly supervised and serves as reviewing official on evaluation of non-supervisory employees rated by subordinate supervisors. Approves expenses comparable to within-grade increases, extensive overtime, and employee travel. Recommends awards for non-supervisory personnel and changes in position classification to higher level managers. 3. Represents the PMEL with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with (insert proper offices, officials, etc.). Meets with key customer and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise. Provides or ensures that subordinates provide customer guidance and training. Participates in special projects and initiatives and performs special assignments. Identifies the need for special projects and initiates milestones and goals. Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. 4. Provides Total Quality Service. Establishes and maintains a positive working relationship with customers through personal motivation and technical competence. Creates an atmosphere of partnership with customers. Establishes a reputation of dependability. Business demeanor exemplifies professionalism.(10%) 5. Ensures education in and compliance with security directives and good safety and health habits in all work areas. Ensures employees with access to classified information comply with security directives. All known security violation are reported to the proper authority immediately when discovered. Submits reports in accordance with reporting directives. Ensures safety equipment and protective clothing/gear are worn when mandated by regulations. Any condition which might pose a hazard to safety or health is reported to the appropriate authority as soon as possible after detection.(10%)

Qualifications

GENERAL AND SPECIALIZED EXPERIENCE QUALIFICATIONS REQUIREMENTS:
GS-12 - 1-year specialized experience equivalent to at least the next lower grade. In addition to the OPM IORs, specialized experience includes experience, education, or training involving a thorough knowledge of product or range of products involved, the manufacturing methods and techniques, special processes, test, and performance requirements; and skill in developing plans and programs. Experience possessed by an expert in specialization able to give technical direction to otherwise competent workers. Experience determining operations when difficult and questionable phases of malfunctions are found. Experience which required significant and concrete work accomplishments (i.e., special projects, working groups, or detailing assignments) involving interpersonal contacts in a quality assurance or related field. Experience in dealing with management principles and supervisory responsibility for the function required by type of position to be filled and the organization involved. Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Examples include:
- Reviewing production activities and capabilities in light of contract quality requirements.
- Reviewing written quality or inspection procedures for adequacy, and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans.
- Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system.
- Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance.
- Identifying inadequacies and requesting corrective action.
- Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods.
- Investigating customer complaints and deficiency reports, and providing identification of causes to appropriate authorities.
- Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals.
- Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections.
Education
EDUCATION:
If qualifying based on education, an Undergraduate and Graduate Education: Major study -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.
